Role Overview To direct the delivery of technical services projects across an urban portfolio, acting as a technical client‑side project manager. The role ensures capital works undertaken deliver on the project brief requirements for the customer and asset strategy, including lifecycle and energy performance requirements, operating efficiently, sustainably and in full compliance with statutory standards. Responsibilities Manage the end‑to‑end delivery of technical projects including refurbishments, lifecycle replacements and infrastructure upgrades. Act as client‑side project manager, coordinating and overseeing external consultants, contractors and service providers. Develop project scopes, budgets and timelines in collaboration with internal stakeholders and external teams. Manage project risks, stakeholder communications and reporting throughout the project lifecycle. Ensure technical compliance, quality assurance and alignment with the Crown Estate’s standards and values. Maintain accurate project records and documentation using PDMS and RiskWise. Track project milestones, approvals and financials within PDMS, and log, monitor and close out compliance actions, incidents and risk assessments with RiskWise. Provide technical oversight and support for building services including HVAC, electrical, fire safety and water systems. Ensure integration of technical services with operational strategies and maintenance regimes. Liaise with building FM teams to maintain full compliance with statutory obligations (e.g., LOLER, PUWER, F‑Gas, Legionella). Oversee regular audits and risk assessments, ensuring remedial actions are tracked and completed. Manage technical service and project delivery contracts, ensuring KPIs and SLAs are met. Manage procurement and tendering processes for technical services and capital works. Monitor contractor performance and ensure alignment with project objectives and compliance requirements. Act as technical advisor to internal teams, occupiers and external consultants. Communicate effectively with stakeholders to ensure alignment, transparency and successful project outcomes. Required Qualifications Degree or HND equivalent in Building Services Engineering, Project Management, Facilities Management or a related field. Membership of a professional body (e.g., CIBSE, IWFM, RICS, CIOB, APM) preferred. Health and safety qualifications (e.g., IOSH, NEBOSH) desirable. Project management certification (e.g., PRINCE2, PMP) advantageous. Desired Experience & Skills Proven experience delivering technical services projects in urban commercial property (e.g., retail, office, mixed‑use). Strong understanding of building systems and technical compliance. Demonstrable project management experience, including coordination of external consultants and contractors. Experience using project and compliance systems such as PDMS and RiskWise. Experience managing service providers and contracts. Knowledge of sustainability practices and building performance metrics. Excellent communication and stakeholder management skills. Ability to interpret technical reports and data to inform decision‑making.
