Job Description One of our Plc clients is looking for a Head of Controls Transformation to design and deliver a best in class controls framework in accordance with Provision 29. Role : Head of Controls Transformation 12-18 month FTC (Fixed Term Contract) Salary : £110k - £130k DOE Hybrid role : 2-3 days a week in London About the role As the Head of Controls Transformation, you will lead an enterprise-wide programme to design, implement, and embed a robust material controls framework in response to UK Corporate Governance Code Provision 29. This fixed-term position reports to the Group Director of Risk and partners closely with the Group Finance Director (owner of the control framework), working across functions to identify material controls, close gaps, and build pragmatic assurance over strategic risks-spanning health, safety and environment, cyber, and complex project delivery. You will create and drive the plan end to end, designing a best-in-class framework and then embedding this into the organisation across all functions. What you'll be doing Lead the enterprise-wide controls transformation to meet UK Corporate Governance Provision 29, establishing a pragmatic, fit-for-purpose material controls framework across the Group. Oversee discovery, design, and implementation of material controls for strategic risks including Finance, SHE (safety, health, environment), cyber, commercial and project delivery-closing critical gaps and embedding clear ownership. Manage the programme end-to-end as a defined project, setting plan, scope, timeline and budget; track delivery and report progress, risks and decisions to the senior leadership team. Ensure all material controls (financial, commercial, SHE, cyber / IT and governance) are communicated and clearly understood. Educate and improve understanding of controls across the business, including key control types, their role in managing risk etc. Collaborate closely with functional directors, sector leaders, contract / project teams, and the Group Finance function to agree control design, evidence requirements, and pragmatic remediation plans. Lead a matrixed, cross-functional workstream-coaching and influencing control owners at all levels-to drive adoption, consistency, and behavioural change without direct line authority. Engage confidently with senior stakeholders and external auditors, aligning second- and third-line assurance, and constructively challenging control design, testing approaches, and evidence quality. Ensure the organisation is ready for key Provision 29 milestones-rapidly mapping material controls within the first 2-3 months, agreeing owners and plans, and sequencing quick wins alongside longer-term enhancements. Key Experience Requirements Proven leader in enterprise-wide controls transformation, with hands‑on experience delivering UK Corporate Governance Code Provision 29 programmes and embedding material controls across finance, HSE, cyber, and project delivery functions. Track record of running cross‑functional change as a project / programme across all areas of the business, not just finance. Strong risk and assurance background, ideally including time with a Big 4 firm in controls / assurance / internal audit, complemented by in‑industry delivery within infrastructure, construction, engineering, utilities, or other complex, project‑led organisations. Outstanding stakeholder management and influencing skills, able to operate at C‑1 level and drive change through functional directors. Experience designing and implementing assurance approaches for control effectiveness, aligning to the three lines of defence and coordinating with internal audit.
