About the Role Work as a key member of the Health and Safety Team to support and advise Division and Directorate Management, ward and department managers, ensuring safe management of environments, services and teams. Responsibilities Work with the Safety, Health and Environment Manager to develop and coordinate health and safety management systems, policies and processes to identify and control health and safety risks to the Trust. Participate in the preparation and delivery of an annual strategic and operational plan for Health and Safety system improvement, ensuring that standards are being met and gaps are pro‑actively managed to ensure patient and staff safety. Ensure the Trust effectively discharges its responsibilities under health and safety legislation and responds appropriately to the recommendations of the enforcing authorities, the Health and Safety Executive, local authorities and Care Quality Commission. Provide subject matter expertise on all matters of health and safety legislation and best practice to Divisional and Directorate Management Teams, ward and department managers across the Trust, so they can manage their environment, services and staff safely. Support the design and delivery of health and safety and risk management training and education to increase understanding and capability across the organisation. Liaise with ward/departmental managers to develop risk assessments and deepen their understanding of risk assessment and hierarchies of control. Act as one of the Trusts ‘competent persons’ as defined in Regulation 7 of the Management of Health and Safety at Work Regulations 1999. Monitor incident reports to ensure that significant Health and Safety incidents are escalated and externally reported to the HSE under the RIDDOR regulations in a timely manner and in accordance with legal requirements. Provide support and advice to those undertaking investigations into the circumstances and causes of accidents and take necessary steps to prevent a recurrence, including keeping written records of the investigation and actions taken. Design audit tools and participate in a programme of environment‑focused audit/inspection visits to wards, departments and offices for the purpose of proactively identifying areas of risk and developing managers' understanding of health, safety and well‑being responsibilities. Work closely with the frontline managers and the Division of Infrastructure to oversee Trust systems for compliance with COSHH regulations, including carrying out complex COSHH assessments and participating in the review and update of related policies. Collaborate with the Risk and Safety Co‑ordinator and Trust Manual Handling Advisors to ensure Display Screen Equipment risk assessment needs are met appropriate to the level of complexity of each individual staff member. Make recommendations to inform the selection of health and safety equipment, balancing the need for robust, practicable solutions and cost. Collaborate with Occupational Health and Safety Advisors and Trade Union representatives to ensure that health and safety issues are properly coordinated and communicated to all staff and people using the Trusts services. Maintain and develop the Trust’s Health and Safety Intranet site. Develop and mentor more junior members of the team. Chair site‑specific Health and Safety sub‑Groups, escalating any concerns to the Safety, Health and Environment Manager for inclusion in the bi‑monthly report to the Health and Safety Committee. Contribute a competent health and safety perspective to assist colleagues across the Trust in developing policies by providing review and input that reflects current and developing legislation and best practice. Develop effective networks with external organisations, e.g. HSE, Environment Agency, IOSH. Be a champion and role model of health and safety best practice in all interactions with colleagues. Qualifications Chartered Safety and Health Practitioner (CMIOSH), or working towards this status with relevant health and safety experience (e.g. GradIOSH and CPD participation). NEBOSH National Diploma or equivalent. Evidence of continued professional development. Experience Significant experience of working in health and safety in a complex organisation. Accustomed to supporting risk assessment processes. Experience of providing training and workshops to a multi‑disciplinary audience. Experience of investigating incidents and writing reports. Knowledge and Awareness Extensive knowledge and experience of the Health and Safety at Work etc Act 1974 and associated regulations. Understanding and commitment to equality and diversity and how this affects patients, visitors and staff. Understanding of Information Governance and Confidentiality. Awareness of own limitations. Skills and Abilities Ability to interpret relevant legislation and regulations and translate them into local systems. Ability to manage workload and prioritise tasks to meet deadlines. Advanced IT skills using Microsoft software. Ability to communicate at all levels of the organisation. Strong role model with enthusiasm for supporting non‑specialists in health and safety management.
