Commercial Category Manager (Technology), Procurement Team - Central Operations This role is within the Procurement Division's Category & Contract Management - Technology team, responsible for procuring IT infrastructure, hardware, software, support, cyber, data, consultancy (professional services), and cloud services. The position offers the opportunity to develop expertise in the procurement profession and further your procurement career. Role Responsibilities Develop procurement strategies and identify routes to market. Support business areas in developing specifications and producing tender documents, including detailed award criteria, commercial models, and appropriate contract terms. Manage subject‑matter experts, stakeholders, and commercial analysts through the full procurement process, providing support, training, and communication. Administer tender periods, managing clarifications and coordinating bidder briefings and meetings. Run the evaluation process, leading or supporting scoring moderation meetings and undertaking commercial evaluations. Draft and finalise contracts, ensuring relevant risks and policies are addressed. Manage the transition from sourcing to contract management of live contracts with the contract owner/manager. Create, review, amend, and publish notices for tendering opportunities and contract awards. Advise the Commercial Business Partner on the strategic direction of the category, collaborating closely with colleagues across the Bank. Generate and analyse essential spend data, market insights, supplier reports, and contract performance metrics to support business areas. Provide governance support to ensure compliance with directions of the Commercial Oversight Group and other management boards. Embed effective risk management by implementing risk controls to drive compliance to policy. Develop commercial competencies across the Bank through regular engagement and training. Drive sustainability in the category, working closely with Subject Matter Specialists. Work with the Supplier Management team to ensure supplier and contract management best practice aligns with the Bank's framework. Provide support to the wider team to meet peaks in tendering activity. Qualifications and Requirements Proven track record of managing a complex pipeline of work, delivering innovative commercial solutions through strategic sourcing techniques and relevant systems and contracts. Experience of the end‑to‑end sourcing process for high‑value and/or high‑complexity contracts. Experience of procurement in the public sector. Knowledge of the Public Contract Regulations (PCR2015) and the Procurement Act 2023. Strong stakeholder management skills and assertiveness, with the ability to challenge. Strong communication skills, ability to build rapport and constructive relationships. Knowledge and experience of a range of routes‑to‑market and contract models. Excellent organisational, planning and time‑management skills. Ability to work on multiple projects simultaneously. Self‑motivation, able to work both independently and as part of a team. Attention to detail in drafting and reviewing documents. Ability to translate data into meaningful insights and present outcomes to appropriate audiences. MCIPS qualification (or working towards). Experience with e‑procurement systems (e.g., Proactis, Oracle). Experience with technology procurements and knowledge of industry‑standard contract forms. Supplier and/or contract management expertise (post‑contract award). Salary and Benefits Leeds salary circa £46,320 - £52,000. Flexible working, part‑time, and job‑share arrangements are encouraged.
