Job Description The Agency is transforming its regulation of the water industry. In the last two years you will see investment in new resources and new powers such as those in the Water (Special Measures) Act. We need to maximise the impact and public value of these investments, a key part of our Corporate Strategy, EA2030. You will work as a Senior Evidence Advisor in our Evaluation Team, leading on the theme of “what works” in the Agency’s water industry enforcement actions. Your responsibilities include designing and implementing evaluation frameworks that cover process, impact and value for money; building an evidence base that is rigorous against the Nesta scale; conducting qualitative and quantitative research; and making recommendations to senior leaders to improve operational performance, efficiency and effectiveness. Responsibilities Focus on “what works” in the Agency’s water industry enforcement actions and provide evaluation leadership in this area. Design and implement evaluation frameworks covering process, impact, and value for money. Build an evidence base, increasing the rigour of our evidence against the Nesta scale. Implement qualitative and quantitative research methods. Make recommendations for change to senior leaders to improve our operational performance, efficiency and effectiveness. Experience & Skills Required You will need an excellent knowledge of current approaches to evaluation. You should understand a broad range of evaluation methods (including qualitative and quantitative techniques) and how to handle complexity, drawing on HM Treasury's Magenta Book as a foundation. You should possess strong people skills (e.g., structured interviewing and workshop facilitation) and the ability to distil and present key evidence-based messages. Specialist skills in economics, statistics or broader research methods are desirable. Background in regulatory enforcement evaluation or an understanding of water regulation is a bonus. Project and contract management skills as well as line management experience are required.
