**TARGET CLOSE DATE:**12/19/2025**PAY GRADE:**Grade 21**TYPE:**Full time**JOB SUMMARY:**The Personnel Board of Jefferson County is seeking Auditors to take on the vital role in ensuring financial integrity and compliance within the Merit System. As an Auditor, you will be responsible for conducting comprehensive, independent examinations of financial records and inventory to verify accuracy, detect discrepancies, and confirm adherence to all applicable federal, state, and local tax laws, along with professional accounting and auditing standards. This challenging position requires detailed research and investigative work, the application of sound judgment, and the ability to prepare clear, well-supported reports documenting your findings and recommendations. Auditors may also be called upon to participate in administrative appeals and provide expert testimony in legal settings to defend your audit conclusions. Guidance is provided by a higher-level auditor who reviews work for completeness and policy adherence, ensuring the utmost confidentiality and integrity throughout the audit process.**COMPENSATION & BENEFITS:**The City of Birmingham and Jefferson County provide competitive pay and comprehensive benefits packages to include medical and dental insurance, employer-sponsored retirement plan (pension), generous paid holidays, sick and vacation leave, and more. The pay range for this job is presented below: City of Birmingham: $47,382 - $73,507 Jefferson County: $52,624 - $81,640**MINIMUM QUALIFICATIONS:**The following are job-related qualifications that are required for employment consideration for this position:* Driver's license.* Completion of twelve (12) semester hours of accounting or similar coursework (e.g., accounting, finance, economics, business).* Experience reviewing/examining contract or source documents (e.g., payables, invoices, income tax return) for compliance and accuracy.* Experience preparing reports of findings or assessments from source documents (e.g., payables, invoices, income tax return).* Experience tracking financial information using spreadsheets (e.g., Microsoft Excel), auditing software, and/or accounting software.* Experience in tracking transactions (e.g., ad valorem taxes) for verification.**PREFERRED QUALIFICATIONS:**The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection process.* Certified Revenue Examiner (CRE) through the Alabama Local Tax Institute for Standards and Training (ALTIST) Board.* Bachelor’s degree or higher in Accounting, Finance, Business Administration, or related field.* Experience performing audits in a governmental setting using Generally Accepted Auditing Standards (GAAS) and Governmental Accounting Standards Board (GASB) guidelines.* Experience interpreting and applying Title 40 of the Alabama Code.Jefferson County:* Certified as a Certified Revenue Examiner (CRE) or Governmental Tax Analyst (GTA) through the Alabama Local Tax Institute for Standards and Training (ALTIST) Board.* Certified as a County Revenue Officer (CRO) through the County Government Education Institute (CGEI).* Certified as a Certified Municipal Revenue Officer (CMRO) through the Alabama Municipal Revenue Officers Association (AMROA).* Experience performing audits in a governmental setting using Generally Accepted Auditing Standards (GAAS) and Governmental Accounting Standards Board (GASB) guidelines.* Experience interpreting and applying Title 40 of the Alabama Code.**TYPICAL JOB DUTIES:*** Concludes audits by calculating fines, creating reports, scheduling on-site visits, and explaining the law to the business to ensure financial accuracy and compliance.* Audits businesses by reviewing financial records, interviewing businesses, and verifying tax returns to detect errors and fraud.* Provides service to internal and/or external customers.* Coordinates taxpayer’s payments, credits, and/or refunds by reviewing financial statements, adjusting discrepancies, entering refund requests, and applying credit as a result of an audit to ensure compliance.* Participates in and facilitates legal proceedings by testifying in court, conducting protest hearings, and conducting legal research to ensure audits are conducted in compliance with applicable laws and regulations.* Conducts preliminary audit work by monitoring businesses, researching leads, selecting audit procedures, and sending a notice to initiate the auditing process.* Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.**PHYSICAL DEMANDS:**Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.**WORK ENVIRONMENT:**Work is conducted almost exclusively indoors in an office setting or in the field at internal or external places of business.
