Education Health Care Needs Assessment Officer, Surrey County Council We are recruiting Education Health Care Needs Assessment (EHCNA) Officers to join our Special Educational Needs and Disabilities (SEND) service. These full‑time, permanent roles are based at Victoria Gate, Woking and operate on a hybrid model, requiring a minimum of two days in the office and regular visits to schools and settings across Surrey. About the Role The role supports the newly established county‑wide Education Health and Care (EHC) Needs Assessment team. As an EHCNA Officer, you will manage the 20‑week assessment process, coordinate input from education, health and care services, draft effective EHCPs, and facilitate clear, timely statutory deadlines. You will work closely with children’s Social Care, health professionals, parents/carers and schools to deliver person‑centred support and drive continuous improvement. Key Responsibilities Manage casework related to the 20‑week EHC Needs Assessment process, engaging with families and education providers to facilitate informed discussions. Use a person‑centred approach to ensure statutory assessment deadlines are met. Coordinate input from Education, Health and Care services to provide the right support for each child. Draft EHCPs that are clear, accurate and of high quality. Qualifications A-level or equivalent attainment, with training or experience in SEN, including the Code of Practice and Children and Families Act 2014. Good knowledge of Surrey's SEND policies, national guidance and legislation, and awareness of the impact of SEND on vulnerable children and young people. Familiarity with Surrey's Local Offer and school provisions, or willingness to learn. Knowledge of effective, evidence‑based interventions and the ability to articulate recommendations from written reports, plus the ability to draft EHC Plans. Clear and confident communication and customer‑service skills, both written and verbal. Strong relationship‑building skills and experience of working collaboratively with children, young people and families. Competence in a range of IT tools including MS Office and database management systems. A passion for improving outcomes for children and young people.
