OverviewSenior Procurement Specialist (TS/SCI with Poly Clearance Required)Fluor is a leading government contractor delivering high‑value technical solutions to U.S. government agencies. This role involves material planning, purchasing, expediting, logistics or field purchasing, and contract management support on projects and services. The position requires compliance with all applicable statutes, regulations, and contract terms (FAR/DFAR) and acting within delegated authority for procurement and subcontract awards.ResponsibilitiesManage material orders (routine and complex), service procurements and contracts, and project subcontracts cradle‑to‑grave; including P‑Card, Routine PO, and Subcontract Administration.Identify, source, buy, deliver, warehouse, install, and commission material and equipment to support engineering, procurement, construction and maintenance efforts.Lead complex material planning, purchasing, logistics, or field purchasing functions within established policies and procedures.Perform contractor pre‑qualifications and coordinate with safety/ESH for subcontractor safety approval; monitor insurance certificates.Support regular cadence meetings with the Supply Chain Manager, Project Managers, and other leaders as needed.Assist Project Controls and project managers with project progress, financial status, and closeout of procurement efforts.Interface with multiple disciplines to create RFI, RFP, and RFQ and develop contract packages.Negotiate contract terms and conditions; analyze commercial sections of proposals; coordinate technical scopes of work with project disciplines.Coordinate with legal representatives on contract exceptions or issues presented by subcontractors.Administer moderate to large and complex procurements and subcontracts; complete change requests and contract modifications.Perform post‑award contract management including evaluating contractor productivity, schedule adherence, change management, invoicing and claims avoidance; execute closeout and finalize contract issues and performance evaluations.Other duties as assigned.QualificationsAccredited four‑year degree or global equivalent in applicable field and four years of related experience, or eight years if non‑degreed; some locations may have different requirements.Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and visitors.Job‑related technical knowledge and ability to apply knowledge of applicable statutes and guidelines.Attention to detail and ability to work in a time‑conscious and time‑effective manner.Other Job RequirementsAll applicants must be US citizens who possess or are eligible to acquire a TS/SCI clearance with CI polygraph.Experience with FAR and DFAR regulations.Customer focus with ability to develop and sustain productive relationships; leadership, accountability, and adaptability.Proactive reporting of progress and follow‑up to monitor progress and results.Experience in federal contracting/DoD procurement and Team Contract Management approach.Must possess a valid U.S. driver’s license with government eligibility, be able to obtain forklift certification, and HazMat preparer certification.Capable of lifting 40 lbs and using hand/power tools as required.Preferred QualificationsHigh School Diploma or equivalent; four‑year degree preferred.English fluency (read, write, speak).Professional certifications or licenses in progress.Experience in material management with strong interpersonal and communication skills; proficient computer skills.Leadership and decision‑making abilities.We are an equal opportunity employer.
