Senior Manager (Performance and Evaluation) Join to apply for the Senior Manager (Performance and Evaluation) role at Bank of England. Base pay range This role sits within the Change and Planning directorate, established in 2024. The Directorate works in partnership with stakeholders across the bank to deliver the Bank's strategic priorities through strategic planning, prioritisation, portfolio planning and assurance, and the successful delivery of change initiatives. The role offers a competitive salary of circa £81,600 - £91,000 (Leeds based) or £90,640 - £100,000 (London based). Job Description We are seeking a highly motivated and experienced Senior Manager – Performance and Evaluation to join our new strategic planning team. In this role you will collaborate closely with leadership and cross‑functional teams to develop and implement a consistent approach to performance management and evaluation, informing the Bank's strategy and optimal use of resources, and evidencing the delivery of value for money. Key responsibilities include: Performance Management and Evaluation: Develop, execute and support others in the delivery, execution and continuous improvement of a refreshed and consistent performance framework, creating meaningful outcome indicators and KPIs that support the Bank's strategic priorities. Leadership and Management: Lead a high‑performing team as part of the senior team in Strategic Planning, fostering a supportive and collaborative culture. Cross‑Functional Collaboration: Work closely with Governors, EDs, COOs and staff across directorates to align business goals and ensure seamless execution of strategic projects. Design and Implement Strategic Frameworks: Embed strategic frameworks to support prioritisation and strategy development. Strategic Recommendations: Prepare reports, presentations and recommendations for senior leadership based on research findings, performance analysis and market trends. Communications and Engagement: Deliver proactive strategic communications and ensure the Bank is engaged. Change and Planning Communications: Proactively engage in change and planning initiatives and wider bank initiatives. Stakeholder Management and Engagement: Work closely with key stakeholders such as the C&P SLT, Finance, Communications, and Risk to deliver a joined‑up, holistic approach. This is a people‑management role. You will manage day‑to‑day operations of the team, define roles and responsibilities, coach staff, communicate a clear vision, set goals and stretch objectives aligned to the directorate, and manage performance, absence and sickness matters. Number of direct reports: minimum 2 Role Requirements Minimum Criteria Demonstrable experience at a senior level in strategy, strategic planning or business analysis. Experience developing organisational performance frameworks, setting clear outcomes and success measures/KPIs. Proven experience introducing performance frameworks into organisations and securing staff buy‑in. Ability to analyse performance information to identify actionable insights for senior leaders. Good understanding of different approaches to evaluation and performance measurement. Keen ability to connect themes from across forums and distil into clear propositions. Exceptional influencing, communication and presentation skills, conveying complex information clearly and engagingly. Proven ability to work cross‑functionally and build strong relationships with stakeholders. Highly resilient and comfortable working with change and ambiguity. Essential Criteria Ability to think strategically and execute tactically in a fast‑paced environment. Strong leadership and staff‑management skills, having previously run a team through change. Experience managing complex projects or programmes of work with diverse stakeholders. Strong analytical and quantitative skills. Desirable Criteria Experience in strategic consulting, in‑house strategy teams or in a fast‑growing, dynamic company. Understanding of the key organisational constraints and challenges impacting central banks and similar organisations. Knowledge of industry trends, market dynamics and competitive intelligence. National Security Vetting Process Employment in this role will be subject to the National Security Vetting clearance process (typically 6 to 12 weeks post‑offer) and additional Bank security checks in accordance with Bank policy.
