To set up, implement and maintain effective management systems and procedures in the delivery and continuity of service of the Mechanical, Electrical and Public Health Services, while protecting and enhancing landlord assets within the Building / Estate. To manage the team of M&E service providers to deliver the Technical Services in line with the asset maintenance requirements and company policies and procedures. To have a consultative customer focused approach with all available resources including the Property Managers, Service Partners, Consultants, Specialists and the central British Land departments. To ensure that the properties are well maintained, safe and reliable with all maintenance and project activities taking place with minimum disruption or nuisance to occupiers. Be responsible for the delivery of targets in improving the estate/buildings energy performance and sustainability. To play an active role as part of the overall management team. To ensure that all properties remain compliant and that all central British Land reporting requirements are always maintained . WHAT YOU’LL DO Contract Management. Organize and attend Monthly meetings with associated Service Partners. Monitor, analyse and interpret the correct functioning of plant and systems via the Building Management System or other means. Carry out random checks of critical plant operation. Review Contractors reports and any proposals. Carry out regular audits and inspections of all plant, related areas and equipment. Review contractor’s proposals and switching schedules for electrical shutdown works to ensure optimum level of service to Occupiers and systems. Attend site during shutdowns and essential works as necessary. Attend site as necessary in the event of any emergency work or call out. Compliance with all current legislation and recommended standards. Verify Contractors Risk Assessments are up to date and appropriate to building and maintenance tasks. Ensure Pressure Vessel Written Scheme is up to date. Ensure Contractors Emergency Lighting Log Records up to date. Management of Water Treatment regime ensuring that Water Treatment Manuals are up to date. Manage status of Lift Inspections and report via Lift minutes. Ensure that all statutory inspections are carried out by the due date and manage/monitor progress of actions via external reports spreadsheet attached to appropriate minutes. Provide day-to-day technical and operational support to Building Managers and Occupiers. Support to Building Management with Permit to Work System and check method statements where appropriate. Liaise with Building Management and Occupiers regarding operational and technical matters such as plant shutdowns and work impacting on Occupiers operation. Review Occupier License Applications. Review and comment on drawings, specification and reports submitted by the Occupiers and advise the Landlord accordingly of any impact on base build operations or any technical or lease concerns. Liaise with tenant consultants on any technical or operational revisions. Monitor tenant fit out work and liaise as necessary to ensure that work complies with the approved License for Alteration. Carry out random inspection of fit-out works and report, liaise on findings as necessary. Undertake regular audits of maintenance programme. Review call out sheets and investigate as necessary. Review CAFM PPM sheets / reports and investigate as necessary. Carry out random inspections of PPM / reactive works completed and in progress. Preparation and Management of engineering service charge budgets, to include procurement as per BLPM policies. Budget control, preparation of relevant specification, raising orders/instructions/ contracts and verifying (processing) invoices. To develop, implement and manage Environmental and Energy Conservation Programmes, (working with others where necessary) ensuring optimum usage of energy. To advise on potential problems, improvements and possible savings. Analyse monitoring & targeting reports and investigate and action as necessary. Arrange independent energy audits as necessary and action recommendations as necessary. Analysis and management of all engineering data/reports, ensuring that appropriate action/follow up is achieved. Identify & agree specialist consultant roles and review consultants brief on a regular basis. Manage other audit reports. Review actions/progress and monitor monthly via external reports spreadsheet attached to M & E minutes. To ensure that the production of engineering service specifications, contracts and associated documentation properly represent the service requirement of the premises and are presented and executed in accordance with company guidelines. Prepare contract documentation to include: - Tender Documents, agreements and specifications. Assist central procurement team with the management of the tendering procedures. Analyse Tenders. Undertake Post tender interviews. Produce Client Contract Placing Report. Manage contractor closely during mobilization period and through to completion To ensure that the Property Services Directors and Building Management are regularly appraised of any new developments. Report on any emergency incident that occurs. Report on any concerns relating to plant operation. Report on any tenant relationship related issue. Report on any issue that could or will involve the HSE or EHO. To ensure that the Property's Electronic Security Systems are fully operational and maintained as per the Manufacturer's guidance and current best practice. Report on any concerns relating to plant operation. Liaise with the Systems Department as required regarding contract specifications, maintenance regimes, auditing, equipment upgrades, documenting changes etc. Ensure maintenance contracts are in place To ensure that the requisite engineering standards executed in the management of buildings are commensurate with those standards promoted by the Board and detailed in the operations manuals. To ensure that all aspects of engineering training, development, remuneration, disciplinary and general welfare requirements are formally reviewed/pursued in accordance with British Land policies. To manage and be part of the technical management cover for the estate and buildings and to ensure the cover plan is adhered to. Ensure that all onsite and contracted engineering team’s activities are proactively co-ordinated, achieve stated programmes and do not exceed stated budgets. Ensure all maintenance and project activities are properly resourced, ownership within the team is clear, have clear and stated objectives, project plans, method statement and risk assessments. Assist the Estate Director and Head of Technical Services and Sustainability in reporting engineering issues to Asset Managers, ensuring they are fully briefed about budgets, control of expenditure and any issues arising within the buildings and estate. Ensure a forum exists for regular dialogue between the various stakeholders to inform them of planned maintenance activities and encourage feedback on Property Services performance where it impinges upon the operation of their business. To monitor and manage utility consumption, analyse data, prepare reports and develop plans for reduction in utility use. To oversee the consumption of utilities to ensure that consumption targets are met and where this is not possible, early warning is given, and the reasons are fully understood. Keep abreast of new environmental, sustainable mechanical and electrical technological developments and prepare reports on possible improvements. To meet with occupiers on a regular basis to discuss technical, energy and environmental matters and follow up actions with the engineering team as required. Be responsible to produce estate engineering and electronic security services, specifications, contracts, and works and associated documentation. Maintain an overview of associated building engineering specifications, contracts and works. Make recommendations for combined service delivery improvements, economies of scale where appropriate and best use of resources and innovation. Ensure all engineering and electronic security services and contracts are procured in line with company policies and procedures and represent the service requirements of the properties. Actively market British Land. Manage, maintain and implement the Life Cycle Costing Schedules. Ensure that all direct reports and their subordinates are correctly inducted and trained to the standards required to deliver their roles and responsibilities. Ensure that the Senior Technical Services Manager and the Head of Technical Services and Sustainability is briefed on any technical issues and liaise regularly on any matters that pertain to the Company as a whole. This will include the submission of regular reports. Ensure that the Estate Director and Head of Technical Services and Sustainability are kept aware of any new developments on a regular basis. Ensure that all central reporting is delivered directly and by the direct reports in line with company policy and requirements Ad-hoc duties as specified by the Estate Director.
