We are looking for an experienced and compassionate ClinicalManager to lead our Sexual Assault Referral Centre (SARC) service.This pivotal role involves managing and coordinating the delivery of ahigh-quality, 24/7 forensic and healthcare service for victims of rape andsexual assault ensuring care is delivered with empathy, professionalism, andin line with national guidelines and contractual requirements.You will be responsible for leading a dedicatedmultidisciplinary team, maintaining clinical governance standards, overseeingservice development, and ensuring compliance with CQC and other regulatoryframeworks.Main duties of the jobLead and manage the SARC team to deliver high-quality, patient-centred services.Oversee clinical governance, audits, training, and quality assurance activities.Act as the CQC Registered Manager ensuring service compliance and safety.Promote and represent the SARC service to partner agencies and stakeholders.Manage budgets, staffing, rotas, and performance in line with contractual obligations.Investigate and respond to incidents and complaints with professionalism and care.Carry out forensic examinations when required, adhering to FFLM, NMC, and PHL Group guidelines.Act as the Safeguarding Lead, ensuring all concerns are managed in line with policy.Support and develop team members through supervision, appraisals, and training.About usPHL Group was foundedin 2009 by a team of commercial partners and experienced General Practitionerswith a clear vision of providing services that would contribute to and benefitthe local healthcare economy. To provide acute forensic examinationsfor victims of rape and sexual assault in accordance with PHL Group,FFLM and NMC guidelines and the NMC code of conduct.To effectively lead, manage and co-ordinate the SARC team inthe delivery of the SARC service which aims to improve Healthand Criminal Justice outcomes for victims of sexual assault inaccordance with Contractual obligations, National guidelines andlocal targets.To evaluate and assess provision of service feeding back monthlydate and annual reports to Commissioners, Stakeholders andPHL Group.To implement changes in practice when required and worktowards continuous improvement within budgetary restraints.To promote the SARC service with partner agencies, otherprofessionals and the community.Investigate any complaints and instigate appropriate responseand action with support of Director of Operations.To lead Clinical Governance activity within the SARC Team,including training, clinical audit, and managing clinical incidentsand complaints.To be the CQC Registered Manager for the Service and ensurecomplianceTo ensure the secure storage of forensic samples, documentationand records in accordance with Health and Criminal Justicelegislation.Responsible for the SARCs medicine management.To ensure effective use of human, financial and physicalresources in the delivery of a 24/7 service.To ensure coverage of on-call rotas and take action where thereare gaps.To liaise with HR to manage sickness and absence, annual leave,grievance, disciplinary and capability procedures.To authorise staff timesheets (where applicable). Travel andExpenses.Responsible for the recruitment, selection and induction of newstaff in liaison with the Recruitment team and HR.To undertake staff appraisals, 1:1 meetings and chair teammeetings.To support the professional development of the SARC Team bydeveloping, delivering or sourcing relevant training courses,events and conferences.To use own skills flexibly to create new initiatives anddevelopment as appropriate within budgetary constraints.To develop local policies, protocols and guidelines.To be the Safeguarding Lead for the service and ensuresafeguarding procedures are followed and information is sharedwith relevant teams when safeguarding concerns are raised.To engage clients with an evaluation of the service and implementany relevant changes.To carry out forensic examinations when required of victims ofrape and sexual assault in accordance with PHL Group, FFLMand NMC guidelines.To practice as an autonomous practitioner exercising independentand objective clinical judgement within professional guidelinesand code of conduct.To treat all SARC clients with courtesy, consideration, care andrespect and give appropriate care and treatment in accordancewith best practice.To work with and liaise with the Crisis Worker and Speciallytrained officer to ensure that the client feels in control and theservice is tailored to their needs.To obtain fully informed consent for all procedures from the SARCclient.To take relevant forensic samples as per FFLM guidelinesensuring the chain of evidence, document injuries, completeaftercare risk assessments; pregnancy, blood-borne virus, mentalhealth and safeguarding.To administer any relevant medication under PHL Groups PGDs.To complete all documentation as per local guidelines including aFFLM Proforma and an Aftercare Form, and store securely as perlocal guidelines.To maintain confidentiality at all times, adhering to data protectionand maintaining Caldicott guidelines at all times.To complete written statements as soon as practically possible,when requested by PHL Group.To attend court when requested to as a professional witness.To maintain their SARC Training Matrix by attending quarterlypeer supervision, peer review, appraisals, undertaking quarterlyreflective practice, completing mandatory training and attendingrelevant training, events and conferences.To work towards acquiring the LSOM qualification or equivalent.To adhere to policies and procedures produced by PHL Groupand The SARC.Participate in bi annual Personal Development Review (PDR).Carry out any reasonable request from your Line Manager.Person SpecificationExperienceRegistered Nurse / Midwife with 4 years post-reg experienceExperience of working as an Autonomous PractitionerClinical Governance knowledge and experienceTeam Leader and Management experience in HealthcareEnhanced DBS Disclosure and Police VettingVenepunctureGood Understanding of Confidentiality and InformationStatement writing and giving evidence experienceService Development and deliveryExperience of CQC Registration and StandardsSexual HealthForensic AwarenessWorking with Vulnerable GroupsDisclosure and Barring Service CheckThis post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions. #J-18808-Ljbffr
