As an office-based SILC team leader you will undertake an operational function that provides transport for 4,000 vulnerable clients, older people, children who are in care, and children and young people with varying degrees of learning, emotional and physical disabilities on a daily basis. You will be joining a busy operational team who provide a daily passenger transport of SEN and ASC provision across the Leeds authority to approximately 4,700 customers. It is essential you are always flexible to service needs (including the working rota) and collaborate with colleagues within Passenger Transport, Westland Road. You will assist in the delivery of a high‑quality professional service working closely with the Resources Scheduler and designated Resource Coordinator to ensure the service meets or exceeds customer/client needs and expectations within a designated area. Responsibilities Ensure effective service delivery to the specified standards. Co‑ordinate operational resources and services, working flexibly with colleagues and customers as required. Interpret specifications, develop and monitor safe systems of work, take corrective action and drive continuous improvement. Assist in the management and deployment of human resources, including staff performance, sickness, training and wellbeing. Maintain and monitor administrative procedures, equipment and materials. Promote and monitor health and safety frameworks including ISO 45001, ISO 18001, VOSA and EMAS. Monitor and review education routes, customer day centres and schools, and the quality of transport service delivered both in‑house and via private hire. Participate in out‑of‑hours provision to facilitate emergency changes. Plan and coordinate staff training days within education settings. Use appropriate Microsoft applications, transport software platforms (365 Response) and mobile devices to deliver an efficient, cost‑effective service. Drive assigned term‑time education routes and act as a customer liaison officer with schools, parents and guardians when required. Champion anti‑discriminatory practice and promote equality, diversity and inclusion across the service. Ensure fleet vehicles are cleaned, maintained and delivered on time in line with the CEL fleet maintenance schedule. Monitor and report on private‑hire contractor vehicles (defects, cleanliness) to the Compliance Officer. Support continuous professional development, appraisal and training activities. Contribute to the overall ethos, work and aims of the service by attending relevant meetings and events. Qualifications & Experience Full current driving licence, preferably with a D1 category. Previous experience of staff management and organisational change. Good communication skills, both verbal and written. Experience with Microsoft Office, Teams, 365 and transport platforms. Ability to produce clear and concise reports. Experience of working in local government or a large bureaucracy is desirable. Demonstrated knowledge of health and safety legislation and ISO standards. Understanding of Council policies, including safeguarding, GDPR and confidentiality. Key Skills & Personal Attributes Strong organisational and time‑management skills.
