Job Description Turner & Townsend is one of the leading consultancy providers to the Infrastructure sector. We are looking to recruit an Associate Director level Senior Quantity Surveyor / Commercial Manager to lead a high‑profile London‑based infrastructure project. Main Purpose of Role Act as the Commission Manager, responsible for end‑to‑end service delivery for large or complex commissions. Serve as the key day‑to‑day client interface, ensuring client objectives are met through a value‑added cost management service. Commission Management Conduct feasibility studies and write procurement reports. Apply Value Management techniques at the outset of a project, involving Turner & Townsend’s specialist Value Management team where appropriate. Manage estimating and cost planning activities, taking ownership of and presenting the final cost plan. Manage the procurement process, ensuring all stages—including pre‑qualification, enquiry, analysis, selection and contract preparation—are performed effectively. Manage post‑contract cost variances, change control processes, cost checking and valuation work. Produce monthly post‑contract cost reports and present them to the client. Perform value engineering and life‑cycle costing. Negotiate and agree final accounts. Lead client and consultant interfacing at all project stages. Lead a cost management team where appropriate, ensuring delivery of the above accountabilities. Develop new business opportunities with existing and new Turner & Townsend clients and identify cross‑selling opportunities. Work with Directors to construct bids for new work. Improve cost management procedures, templates and products to enhance service provision. Manage staff where appropriate, including recruitment interviews, resource management and junior staff appraisals. Qualifications Proven experience in Cost / Quantity Surveying / Commercial Management. Preferably MRICS. Experienced with NEC3 contracts, especially Option C – Target Cost. Experience with post‑contract administration. Experience working on major programmes and projects. Experience in the infrastructure sector (rail, air/aviation, water/utilities, highways).
