Responsibilities The post holder will be responsible for the management of Learning Disability Service providing effective leadership and lead responsibility for the standards of clinical practice.The post holder will be responsible for the management of Nursing in conjunction with the Allied Health Professional Clinical Lead, Psychology Lead, Medical Lead and inpatient ward manager/matron within the Learning Disability Service. The post holder will be responsible for the implementation of the Learning Disability Place Plans within designated area, including the monitoring and evaluation to negotiate updated plans according to the financial envelope on an annual basis. This will be in line with the contractual agreements. The post holder will be expected to work with Clinical Leads/Service Managers across Partnership arrangements, Specialist Services Care Unit and wider Trust to develop the Learning Disability Service as well as the development of the partnerships. The post holder will work collaboratively with other Health Services, Social Services and the voluntary sector to ensure services provided are co‑ordinated and focused on positive patient outcomes in accordance with the Transforming Care agenda. Deliver effective and safe services which support the key elements of clinical governance for the Learning Disability Service. Focus on leading the Learning Disability Service to introduce ways of continuous improvement in the quality of the service and safeguarding high standards of care by creating a service in which excellence will flourish. Ensure that improvements in the planning, implementation and evaluation of care are based on user involvement and feedback and promote a model of recovery and social inclusion and facilitate evidence‑based care. Be responsible for the day‑to‑day management of staff in the Learning Disability Service; ensuring that staff are supervised, appraised, offered advice/supported, and developed to the best potential with educational needs met within the Multi-disciplinary Team. Hold the professional responsibility for the nursing staff across the Learning Disability Service and ensure clinical and managerial development aligned to the learning disability services training matrix. Be responsible for effective communication with partner agencies (i.e. commissioners, Local Authorities, Integrated Care Boards (ICB)) around key deliverables for the national standards including the Improvement Standards, Building the Right Support, the Dynamic Support Register, Learning from Deaths in Learning Disability Services (LeDER) and Stop The Over Medicating of Patients (STOMP). Deliver effective and safe services which support the key elements of clinical governance for the Learning Disability Service. Be responsible for day‑time (and shift) services and for ensuring a care delivery that is coordinated across all levels of care, (i.e. 24‑hour service provision for people with learning disabilities). Be responsible for the day‑to‑day management of staff in the Learning Disability Service; ensuring that staff are supervised, appraised, offered advice/supported and developed to the best potential and enabling a competent and highly motivated staff team. Be responsible for the coordination and supervision of team and for enabling senior roles to be integrated/recently reviewed and appointed. Be responsible for the day‑to‑day supervision of the Nursing staff. Be responsible for the coordination and management of the team in providing a safe, effective and therapeutic clinical service ensuring the delivery of high‑quality community mental health care packages.
