About The Role Quantity Surveyor Harlow District Council Temporary, Full Time £500 per day (umbrella) Location: Harlow Closing Date: 3rd December 2025 Essex County Council is supporting Harlow District Council to recruit a temporary Quantity Surveyor for a 6‑12 month contract, based on site 3‑4 days per week. Responsibilities Pre‑Contract Work with the pre‑construction, procurement and design teams to prepare early cost estimates of the proposed works and total project costs, including major refurbishment of building assets (envelope and internals) and routine maintenance and building compliance. Monitor the design development and update estimates of work / prepare cost plans at key stages of the design. Work closely with the pre‑contract team to identify and quantify risk. Assist with procurement strategy and the preparation of contract documents for tender. Assist with tender documentation and management of the tender process. Attend internal and external stakeholder meetings (which may occasionally be after hours). Construction Stage Input into pre‑start meetings and carry out due diligence and compliance checks before commencement of the works. Review project issues, risks and opportunities monthly. Provide accurate monthly financial reports to the senior team. Manage and present high volumes of cost data. Present financial reports / updates to stakeholders. Chair internal and external meetings and produce minutes. Attend internal and external stakeholder meetings (which may occasionally be after hours). Project Close Award PC when achieved. Settle the final accounts. Manage any defects and the defects period. Ensure copies of all close‑out / completion documents, such as test certificates, O&M manuals, “Golden Thread” information and product warranties, are obtained. Qualifications & Key Requirements Suitably qualified in the field. Chartered (RICS) is preferred. Demonstrable experience as a quantity surveyor / contract administrator / employer’s agent.
