Asset Management Analyst (energy) – Harlow Council Employer: Essex County Council Location: Harlow Contract: 12 months, full‑time, temporary Pay: £233.92 PAYE / £300.00 Umbrella Closing Date: Monday 8th December 2025 Based on site four days per week. We are supporting Harlow Council in recruiting a temporary Asset Management Analyst to focus on energy efficiency and asset performance. Responsibilities Manage EPC consultants, ensuring our portfolio meets the minimum energy efficiency standard. Analyse the housing portfolio to assess asset performance and identify investment opportunities that improve stock quality and standards. Maintain data in the Council's Asset Management system (MRI Asset), ensuring data accuracy and integrity. Prepare reports for senior management to communicate findings and recommendations. Validate and interpret EPC/SAP outputs for asset management and compliance reporting. Identify gaps and opportunities for improving energy performance across council stock. Qualifications Strong analytical skills, with proficiency in data analysis and reporting tools (e.g., Excel, Power BI). Previous experience in an asset management or real estate analysis role is preferred. Knowledge of social housing regulations and practices. Excellent communication skills, both written and verbal, with the ability to present complex information clearly. Ability to work independently and collaboratively in a team‑oriented environment, showing initiative and foresight. Previous experience with asset data systems (e.g., MRI, Orchard, Sava Intelligent Energy) or similar is desirable. Apply To apply, please visit the Working for Essex website.
