Chair of the Governance and Risk Advisory Board of the Police Investigations and Review Commissioner (PIRC) Do you have what it takes to guide a newly formed Governance and Risk Advisory Board? We are seeking a Chair to lead PIRC’s Board, enhancing public confidence and improving policing through critical governance within the PIRC. PIRC is an Executive Non-Departmental Public Body that undertakes independent investigations into serious incidents involving the police and provides independent scrutiny of police response to complaints in Scotland. PIRC is fully independent and plays a pivotal role by supporting public confidence in a fair and transparent system. The Board safeguards human rights and operates with three core values: Integrity Impartiality Respect The main role of the Board is to advise the Commissioner on governance and administration, support strategic direction and statutory functions, offer challenge and support, promote good governance and financial oversight, and manage identified risks. The Commissioner handles overall organisation, but the Board assists as determined. Responsibilities Lead the Board to carry out its functions effectively and fulfil governance, oversight, and financial scrutiny responsibilities. Work closely with the Board and Commissioner to support strategic direction, contribute to PIRC’s business strategy, and its delivery. Ensure PIRC delivers statutory functions in accordance with Scottish Ministers’ policies and priorities by monitoring performance and delivery of aims and objectives. Oversee and review risk control and governance, working with the PIRC Accountable Officer and providing constructive challenge where necessary. Assess the performance of individual Board members annually and advise Scottish Ministers of PIRC’s needs when vacancies arise. Understand PIRC’s operational environment and the wider policy landscape to provide an external perspective to the work of PIRC. Skills and Experience Strategic leadership experience chairing a diverse Board in a high‑profile environment. Excellent communication, influencing skills and the ability to build effective and constructive relationships. Experience of organisational governance, risk, financial management and performance. Evidence of promoting and maintaining the highest ethical standards as outlined in the Principles of Public Life. Remuneration and Time Commitment The Chair will receive £260 daily fee for a commitment of 6‑10 days per year. Reasonable travel expenses will be reimbursed. The Board will meet four times per year, with ad‑hoc meetings as required, and any relevant training. Meetings are likely at PIRC premises in Hamilton.
