To assist the CEO in developing the strategic direction, policies and procedures, in relation to the service functions thereby ensuring effective and efficient service delivery: To assist and advise the Deputy Chief Executive (DCEO) and Service Head in the development of relevant policies and procedures in relation to the service To provide leadership, guidance and management of staff, ensuring the delivery of high quality efficient and effective services To take lead responsibility for identifying and addressing staff performance issues and ensuring that care staff translate policy and procedures into practice To take lead responsibility for the identification of staff performance, skills and knowledge deficiencies and to ensure that this is addressed in the staff members training needs analysis and development plan To take lead responsibility for the structure of the day within the Secure care service and ensure that all care staff adhere to the operational management policies and procedures; including daily rhythms and routines; ensuring security; and promotion of a well maintained and homely environment To ensure that young people’s wellbeing is safeguarded at all times, through the implementation of relevant and regularly reviewed risk assessments and risk management strategies. To assess, plan, implement and evaluate the effectiveness of the service house functions and to develop appropriate strategies and programmes to maximise financial and physical resources: To ensure that all care staff are provided with an appropriate and robust induction experience that equips and prepares them for their roles and responsibilities within Rossie To ensure that all care staff have regular, recorded 1:1 supervision, which is in line with the supervision policy and procedures To be responsible for chairing regular staff team meetings and ensuring that approved minutes of the meetings are available on the Rossie network To take lead responsibility for the development, implementation, and evaluation of structured, pre-planned and organised recreation, leisure and intervention programmes, during evenings, weekends and educational holidays To take lead responsibility for monitoring, auditing and quality assurance of the service case management files and recording systems and addressing all issues that may arise from this. To implement and monitor the policies and procedures required to meet the strategic aims and objectives for the organisation as determined by the CEO and Board of Governors: To monitor and provide management information/reports in relation to agreed quality assurance systems within the Service To work collaboratively with the other managers and staff in order to provide an integrated and holistic assessment, care planning, intervention and review programme for every young person To undertake fact finding or investigations into service complaints, staff performance and related issues and to prepare written reports of the findings To take lead responsibility for ensuring transitions planning is appropriate and as far as is possible that all young people leave Rossie with an identified educational vocational or employment opportunity To effectively organise services staff rosters and duties and deploy staff and resources according to risk, need and safety, within limited budgets. To report all relevant operational issues directly to the Service Head through appropriate communications, reports, briefings, management and team meetings, and formal supervision: Report directly to the Service Head and advise on all matters relating to the Service, including; behaviour management issues, staffing issues, staff performance issues, complaints and representations, investigations, educational planning, training and development, etc. To ensure effective communication with managers and staff through the implementation of the Rossie Meetings structure, and the effective transmission of information through structured and minuted meetings and recorded handovers To ensure that the care staff have the opportunity to hold a regular team meeting, chaired by a DSM, to discuss operational issues and service developments To assist the Service Head through active engagement in drafting the development/action plans in response to Care Inspectorate/Education Scotland inspections To assist in the provision of regular management information and reports to the CEO, the Rossie Board of Governors and the Care, Education and Health Sub-Committee To provide professional support, advice, guidance, direct line management and formal supervision to the workers within the service: To maintain knowledge of statutory requirements and inspection frameworks, up to date knowledge of policy and legislative developments, and maintain own professional development To provide formal 1-1 reflective supervision for Senior Practitioner and Youth Care Practitioners on a regular basis aligned with organisational policy To ensure that each of the Senior Practitioners and Youth Care Practitioners have an annual personal development plan based upon appraisal and individual training needs analysis To ensure that each of the Senior Practitioners and Youth Care Practitioners has an annual service development plan for their specific areas of responsibility, which encompasses SMART targets for service delivery To ensure that each of the Senior Practitioners actively participates and contributes towards their annual appraisal process and that they monitor annual and probationary appraisal performance To ensure that the Senior Practitioners and Youth Care Practitioners are familiar with the Attendance Management and Wellbeing Policy and the Employee Assistance Programme To deputise for the Service Head and act as an ambassador for Rossie through attendance and participation at national conferences, and strategic planning meetings with stakeholders.
