Every day, their members partner with healthcare professionals, academics and patient organisations to find new solutions to unmet health needs.ResponsibilitiesEnsure that the strategy (as defined by the Board) is delivered in ScotlandDevelop and deliver the annual business plans in ScotlandLead the design and delivery of the public affairs strategy and stakeholder engagement programme for ScotlandMonitor legislative and policy developments from all relevant Scotland and UK sources to ensure that they contribute effectively to all relevant consultations, inquiries, reports and national strategiesDevelop, draft and deliver position papers and publications which can drive forward desired policy outcomes in collaboration with colleaguesProvide expert briefing (written and verbal) to the Chief Executive, President, Board Members, and the wider team when requiredOversee, in partnership with the Head of Access and Uptake Strategy for Devolved Nations and subject matter experts, the identification and generation of evidence needed to influence desired policy outcomes in ScotlandMaintain and build relationships with key government, NHS, parliamentary and life sciences ecosystem stakeholdersIdentify and deliver opportunities for policy leadership Scotland which can be leveraged in other UK nations to enhance the competitiveness of the UK environment.Monitor and provide intelligence to relevant colleagues, the leadership team, and the Board on developments in Scotland which present opportunity or risk to strategic goalsEnsure developments in Scotland are communicated via the Scotland Forum, and other relevant subject matter expert Board Sponsored GroupsFulfil the role as the authoritative voice on the political, policy and health system dynamics in ScotlandAct as the lead spokesperson in Scotland in meetings with key stakeholders, and where appropriate media matters (with the support of subject matter expert teams across the organisation)ManagementLine manage and support the development of the Operations manager Scotland.Enhancing ReputationManage and enable productive relationships with key decision makers and opinion leaders in Scotland on behalf of the industry including: the Scotland Executive; Scottish Assembly; leaders of the health professions and NHS management; academia; voluntary health organisations; patient groupsRepresenting MembersManage interaction with current and prospective members in Scotland, including overseeing, with the support of the Scotland Operations Manager, the programme of Scotland Forum meetings and relevant working groupsInteract with other relevant groups as required including, Board Sponsored Groups, Committees, and the BoardDevelop and oversee, with the support of the Scotland Operations Manager, the delivery of an annual programme of events in ScotlandProvide membership with regular intelligence and guidance pertaining to policy and strategy in ScotlandBudgets & OperationsEnsure the Scotland business plan is delivered in line with agreed budgetsEnsure compliance with national lobbying requirements where requiredExperience, Skill Set & Person SpecificationProven experience leading public affairs and advocacy programmes with successful outcomesExpert knowledge of the political, life sciences and healthcare environment in ScotlandDemonstrated ability of achieving results in a complex a environment where it has been necessary to collaborate cross-functionallyThorough understanding of the healthcare environment and the key policies and procedures at Government and NHS levelExperience developing and delivering upon a strategy, with ability to effectively prioritise and adapt in a fast paced and agile working environmentProven ability to build relationships and influence stakeholders at a senior level across Members, Government, NHS and Health Technology Appraisal organisations such as NICELine management and budget management experienceSuccessful track record within the health or life sciences sector, with demonstrable understanding and interactions with health policy and provisionExcellent interpersonal and communication skills, able to lobby at government level and to represent in regional mediaExcellent written and presentation skillsExcellent project management skills with the proven ability to execute initiatives and get positive resultsPerformance CriteriaPerformance will be measured against annually set objectives established in line with objectives.
