Salary: £60,314 - £64,214Working Pattern: Full-timeLocation: County Hall, ChichesterThis is an exciting opportunity for an inspirational leader to join our Special Educational Needs Assessment Team (SENAT) as Principal Lead. You will be part of the seniorleadership team under the Head of Service for SEND and Inclusion where you will work closely with creative and supportive colleagues to drive improvements for our most vulnerable children and young people.You will also be working in partnership with the otherServices across the Education and Skills Directorate and the wider Children's Services department, as well as key external partners, building on our commitment to working in co-production with a person-centred approach.As Principal Lead, you will provide professionalleadership and guidance of a service area which comprises of six teams, with related activities and similar purposes, which require integration and co-ordination as a substantial county-wide service covering the 0-25 age range. You will have a thorough understandingof SEND legislation and provision and proven experience of successful service management and improvement.You will be required to meet defined functional objectives and provide efficient customer focused services which are reported into the Depart for Education(DfE), realising service improvements now and in the future through resource planning, creative problem solving and managing workstreams within the SEND and Inclusion Strategy. As a strategic SEN lead you will have a role in supporting SEND place planningand the effective management of the high needs budget.You will have excellent communication skills, both oral and written and experience of working in a political organisation is also a requirement as you will lead on relevant communications with elected members,senior leaders, agencies, schools and parent/carer organisations.Experience and SkillsKey Skills:Ability to make sound pragmatic problem solving decisions, which will have a wider service impact and could be business critical, including the ability to createsolutions to specific problems of a programme, prioritisation, resource, or performance related nature using managerial judgement and evaluative skills to make effective decisions where 'right' and 'wrong' answers are not available.Ability to give detailedexpert, technical and management advice and use considerable judgement to define and resolve problems, and use effective research and planning skills to identify and construct creative solutions to ensure the successful delivery of service provision workingon a time horizon of a number of years.Highly developed communication skills in order to persuade, negotiate or influence within or outside the organisation to achieve challenging/sensitive objectives and ensure implementation of solutions.Ability to set andmonitor objectives/timescales and meet planned activities, projects and reviews, challenge existing practices, processes and activities and identify and deliver innovative solutions and alternative courses of action.Sound partnership working skills with theability to develop and manage effective links and relationships across and outside of the organisation and co-ordinate a range of partners to successfully deliver objectives.Effective people management and performance management skills with the ability tolead and inspire, providing direction and support to individuals and teams.Qualifications and/or experience:Post graduate professional qualification relevant either to management or to the professional service specialism; or equivalent level of significantexperience demonstrating comprehensive application of the above levels of knowledge in a relevant setting.Broad operational work experience applied in a variety of settings, appropriate to the business.Significant post qualification experience in dealing withsignificant and complex issues.Evidence of managing teams or a corporate-focused specialist service to deliver an outstanding service to others.Considerable experience of managing and leading business activities with conflicting requirements.Experience ofmanaging a budget and contributing to decision making on high level spending.Exposure to shaping and supporting initiatives in a political environment.Rewards and BenefitsAs an employer we recognise that it is our employees that are central to everything wedo.
