Project Manager

We are seeking an experience Project Manager to join a local authority on a temporary basis. The public transport agenda across the region is changing and as an organisation we have multiple projects happening across the Public Transport portfolio. Due tothe size and complexity of the work we are looking for a Project Manager who will have responsibility for coordinating the work. The post holder will use a structured project and programme management methodology to ensure the completion of work packages todeliver the desired project outcomes within defined timescales and other constraints. Ideally we are looking for someone with extensive experience in managing projects.

**Key responsibilities include**
- Manage the programme area within your responsibility and co-ordinate the projects and project-related tasks completed by the Project Managers and Work Package Leaders, providing support and assistance where necessary to ensure satisfactory progress andconsistent and timely delivery of all such projects and tasks to budget
- Manage the process of projects from initiation stage, through development to completion, taking account of all risks, constraints and interdependencies with other projects and activities in the programme
- Complete initial project scoping activities and be able to prepare detailed project business cases with a robust options appraisal that includes accurate estimates on resource forecasting and delivery schedules
- Oversee project implementation plans, assessing relevant critical path, project timescales, cost implications and constraints. Oversee the risk and issues management process, taking lead responsibility for relevant risk and issues, ensuring effective mitigationmeasures are in place with appropriate monitoring and reporting
- Develop and implement project plans and project activities and make effective use of resources to achieve agreed project objectives
- Plan and schedule project timelines and milestones using appropriate tools, continually monitoring project milestones, work packages and project activities against the project plan
- Build, maintain and develop positive internal and external relationships with funding agencies, partners, consultants and districts to assist the delivery of current and future projects and the wider capital and other programmes
- Manage both framework consultants' work programmes and the monitoring of the outputs of Project Teams, in relation to all directly controlled projects, ensuring agreed responsibilities delegated to Project Team members are continuously achieved to time,budget and required standards.
- Lead and guide negotiations with external bodies (private and public) to form partnerships, agree commercial deals, secure funding arrangements and/or legal agreements necessary to deliver projects.

**Experience and Skills include**
- You will have demonstrable experience of facilitating complex stakeholder relationships, whilst still being accountable for delivery of outcomes.
- You will have a demonstrable interest in sustainability and climate change in the development and operation of the built environment
- You will have experience of successfully delivering end to end project management including defining resources, leading procurement, securing project teams and matrix management across multiple projects.
- You will hold a recognised project management qualification and show evidence of ongoing CPD in your career to date.
- You will possess excellent communication, problem solving and influencing skills and be confident liaising with Senior Leaders, demonstrating experience of managing complex and contentious external stakeholder relationships
