**Summary**:
Under the strategic direction of Director of Strategy & Policy and the leadership of the Royal Navy’s (RN) Director of Strategic Studies, the Fellowship Officer will form part of the Royal Navy Strategic Studies Centre (RNSSC) - a dynamic team, headed by a Royal Navy Captain, responsible for strengthening the conceptual component of the Royal Navy’s fighting power.

The RNSSC serves as the Royal Navy’s ‘think tank’ and was established in December 2019 to strengthen the conceptual component of fighting power. The RNSSC harnesses the intellectual capital of both internal Royal Navy and external academia and think tank expertise, in order to inform strategy and policy decisions. The centre creates a philosophy of critical thinking within the Naval Service.

**Job description**:
The Fellowships Officer will be responsible for managing the internal fellowship programmes (eg. 1SL Fellows and Future Maritime Strategists), with the support of the Head of the RNSSC. The role will include responsibility for recruiting and selecting new fellows, organising training, setting tasking and direction, and providing appraisal inputs. The role holder will be responsible for enabling the Fellows to influence the wider navy’s policy decisions and strategic thinking. These internal programmes are coming towards the end of their first year, and so the Fellowship Officer will be responsible for evaluating successes and developing the programmes for future years.

Supporting the Head of the RNSSC, the Fellowships Officer will be instrumental in developing and maintaining liaison with a broad range of academic, educational, and think tank bodies within the Ministry of Defence and, crucially, externally. The Fellowships Officer will be expected to develop these relationships and actively seek to exploit opportunities to collaborate with these communities in order to inform the Naval Service of wider thinking to stimulate constructive thought, ensure the RN contributes to academic debate, and support and inform relevant work strands across the Naval Service and wider Defence.

As a C1, the Fellowship Officer will be expected to take initiative to develop, improve and expand the role of the RNSSC in the Navy. They will also line manage the E1, business manager and admin role. As line manager they will give their report the support needed to efficiently run the admin side of the RNSSC, as well as develop personally.

In Navy Command, our civil servants work alongside their military colleagues in jobs that matter; jobs which often have a direct impact on the quality of the operational capabilities we deliver.

Roles can offer great job satisfaction and there are many opportunities to develop and progress both within the Department and across the wider Civil Service.

The unique opportunities offered within are varied, challenging and exciting and support Navy Command’s role to generate and operate forces for today and to ensure we are ready for tomorrow by developing and delivering the Navy of the future.

Navy Command provides an open, flexible, and inclusive work environment where civil servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in areas ranging from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.

**Responsibilities**:

- Understand and deliver the strategy of the RNSSC by remaining alert to priorities and developments.
- Lead the running, tasking and driving of internal Fellowship programmes, such as the 1SL Fellowship and the Future Maritime Strategists programmes. By doing so ensure that these programmes are effectively feeding into wider naval policy and decision making.
- Contribute to the ‘red team’ function by critiquing RN strategic thinking, wider strategic debates, and other outputs as required, including through Agile ways of working.
- Line Manage the RNSSC E1 (business manager and administrator).
- Research and analyse work from a diverse stakeholder community including academia and think tanks amongst others, providing advice and ensuring awareness on such to relevant parts of the Royal Navy as required.
