**Job summary**:
The post holder will lead the HR function made up of four teams: Resourcing, Employee Relations, HR services (digital, payroll & support) and People Metrics. In addition, the post holder will have a leading role in relation to strategic workforce planning and will manage a lead SWP practitioner within the HR team. You will shape, deliver, and embed people strategies to build a RoS culture that aligns to our aims and values and will achieve sustainable high performance in a time of significant business transformation.
**Job description**:
Your main duties will include:
- Lead the HR function to develop, deliver and evaluate HR activity across the business, actively coaching direct reports to develop the HR ability that will ensure delivery of agreed outcomes
- Engaging with a broad range of stakeholders, develop, communicate, and implement HR strategies and associated delivery plans aligned with our HROD critical path, that support our corporate objectives and values, enabling our vision to be a growing and developing digital business
- Actively develop the RoS Partnership agenda together with the recognised Trade Union Branch Executive
- Take a leading role in supporting strategic workforce planning, working with the lead practitioner and the organisation to develop and embed strategic workforce planning processes, providing key data sets and insights to the Strategic Workforce Planning Group, and creating a plan to transition this activity into business as usual
- Develop people data services, designing and delivering effective data capture, reporting and business insights capability
- Lead development of a resourcing strategy implementation and development of our employee value proposition supporting and coaching the resourcing manager to progress project work alongside efficient and effective recruitment activity
- Take a leading role in developing RoS’s employee value proposition
- With the HR Services Manager, oversee consistent and accurate provision of digital HR, payroll & pension, and HR support, working with them to implement case management technology to ensure an ongoing improvement approach to stakeholder requirements
- Lead and support the development and implementation of HR policy across all areas of the business and provide expert employee relations advice, guidance, and case management support with complex cases
- Work with peers in the wider HROD Leadership team (Head of OD and Head of Talent and Enablement) to manage budgets, contribute to risk reviews & management, develop governance papers, and shape the HROD strategy and critical path

**Your Skills and Attributes for Success**
**Technical**
- Experienced and suitably qualified HR professional (MCIPD/FCIPD, or equivalent) with a proven track record of leading, managing and developing the delivery of an HR function
- Significant knowledge and experience of employee relations and employment law
**Thinking Wider/Analysis & Making Effective Decisions (cluster)**
- Able to demonstrate a fundamental understanding of strategic workforce planning, together with proven experience of developing and embedding SWP approaches within an organisation; able to develop people metrics capability
- A keen eye for evaluating data, using findings to arrive to data derived decisions
- Ability to work in a challenging and transforming business environment, identifying and co-ordinating priorities aligned to wider strategic objectives, ensuring activity is relevant and actioned effectively
**Leading & Communicating/Collaborating & Partnering (cluster)**
- Excellent communicator who is dedicated to a collaborative, inclusive/collegiate approach with strong interpersonal, negotiating and influencing skills, building credible relationships at all levels
- Proven experience of organisational conflict resolution
**Delivering Value for Money/Delivering a Quality Service/Demonstrating Commitment & Drive (cluster)**
- Significant experience of consultation and negotiation with trade unions and/or employee groups, including designing pay and grading structures and leading pay negotiations
