I am recruiting for a Children Residential Service Manager on a 9-month rolling contract

**Purpose**
- **The post will have responsibility for all Children’s in-house residential services, including development of a quality assurance framework that supports the Responsible Individual (RI) to comply with regulatory requirements and ensures that childrenlooked after achieve the best outcomes.**:

- **The post will also have responsibility for project managing the development and implementation of new in-house children’s homes in Cardiff and will oversee the design and development of any new homes that are to be externally commissioned.**

**Your Role;**
- To ensure that the Council policies and procedures, as they relate to the provision of residential child care are followed at all times and are in line with regulatory requirements.
- To line-manage the Residential Managers for Cardiff’s in-house provision.
- To development a quality assurance framework to ensure that the children’s homes provide good value for money, best outcomes for the children looked after who are placed there and compliance with regulatory requirements placed on the homes and the ResponsibleIndividual.
- To Project Manage the development of new in-house / externally commissioned children’s homes for Cardiff Council
- To chair multi-agency project groups and promote partnership working to develop robust arrangements for multi-agency to support the delivery of high quality residential care for children and young people in Cardiff
- To lead on the implementation and registration of new homes ( including the recruitment and training of staff), liaising with CIW to ensure regulatory compliance.
- To oversee the commissioning process in conjunction with colleagues from Corporate Commissioning and Procurement where a decision is taken to externally commission new children’s home.
- To develop a local learning and development network of residential managers ( both in-house and external) to support best practice across the local residential child care sector.
