Service Director - Adult Social Care

About South Gloucestershire

Home to 280,000 residents, South Gloucestershire is a place of fantastic assets, but most importantly, we put our customers at the heart of everything we do.

Being a relatively small local authority, we are proud of our strong team ethos and our teams are making a real difference to the lives of the people who live and work here. We are also proud to hold a strong set of values which help guide how we are with our partners, customers and each other.

  • We care about our communities, putting them at the heart of what we do, at the same time, we support individuals and groups to play an active role in helping themselves.
  • We care about the future of South Gloucestershire and are committed to delivering affordable housing, employment opportunities and infrastructure whilst protecting our environment for future generations.
  • We care about value for money for local people, using available resources sustainably.
  • We care about innovation and actively seek out new and better ways of doing things by embracing change and digital ways of working.
  • We care about diversity and respect and champion equality of opportunity for all.
  • We care about teamwork, achieving shared goals in collaboration with colleagues, residents and partners.

How You'll Make a Difference

Acting as the formal Deputy to the Director of Adult Social Care (DASS), you will direct, lead and determine the service delivery strategy and operational provision. It will be your role to ensure we meet the current and future adult social care needs of our residents within national and local performance and regulatory standards.

You will also work closely through matrix arrangements with the Executive Director, People Department to deliver the wider people department outcomes. This is an opportunity to really make a difference and ensure the delivery of high-quality services and positive outcomes for adults in South Gloucestershire.

What You Will Be Doing

  • You will interpret the national strategy for adult social care and manage a function of operational, managerial and front-line staff to deliver local priorities within this framework.
  • Overseeing the assurance of the safety and quality of the councils' adult social care functions, you will ensure good outcomes from CQC assurance visits.
  • Regularly, you will manage services which directly impact on the council's ambition to focus capacity and bring together services identifying and supporting those most in need and helping people to help themselves.
  • You will be the nominated fit and proper individual for CQC registered services ensuring compliance and good inspection outcomes.
  • Leading the provision of operational and strategic Mental Health Services, you will work to deliver the S75 Agreement with partner organisations.
  • As required, you will represent the council in partnership committees for the Integrated Care System and of the South Gloucestershire Locality Partnership.
  • You will effectively manage budgets to achieve value for money.

What We Need From You

  • You must be a Registered Social Worker or Occupational Therapist with a degree and/or recognised post graduate management qualification in a relevant subject.
  • You will need authoritative knowledge and technical expertise in a specialist area and overall functional and business understanding with the ability to predict and plan for the future.
  • We require you to have proven experience of strategic development across the managed area, understanding and influencing the interconnectivities.
  • Given the elements of the role, you need to have a substantial level of strategic leadership experience, providing depth and breadth of knowledge to act with credibility at this level both internally and externally.
  • You will need substantial people management experience, including managing professional, qualified staff in a complex area.
  • It is essential that you have a comprehensive understanding of local government's social and political role, including knowledge of all relevant legislation, statutory guidance, local policy and procedures, national codes, and multi-disciplinary practice.
