Hounslow, Greater London, United Kingdom House of Lords Full time

We are looking for a Change Manager to join our Business Improvement and Change (BIC) team in the Clerk of Parliament Office at the House of Lords. This is an exciting position where you will be providing change management expertise to the House of Lords Administration. This is an opportunity to work hybrid with a minimum of 2 days a week onsite at Parliament (London). The Business Improvement and Change team is a specialised team working at the centre of the House of Lords Administration providing change management and business improvement support.

This is an opportunity for someone with change management experience and people skills who has a positive, proactive approach to implementing change. You'll be accountable for:

  1. Managing projects across multiple Offices.
  2. Working with Offices to identify and track project outcomes, drawing up benefit profiles and realisation plans where these would be helpful to support delivery.
  3. Managing cross functional, matrix project teams.
  4. Producing reports and recommendations for senior management.
  5. Providing project management support to ensure that work is delivered in an orderly and prioritised way.
  6. Helping to foster a change-ready culture, acting as mentor and coach to colleagues and promoting best practice across all areas.

If this sounds like something you would like to hear more about, please apply below.

What we're looking for:

  1. You will be a qualified Change Management Practitioner (APMG) and/or Programme Management Practitioner (Managing Successful Programmes).
  2. You are able to work confidently with senior staff, including delivering analysis and recommendations on issues that could have implications across the Administration.
  3. Experience of managing projects and using change management principles, methods and tools and a clear understanding of how people go through change.
  4. Skilled at solving problems and identifying root causes, with sufficient experience to bring order to complex situations, and promoting changes to working practices and culture in end-to-end projects.
  5. Prioritisation skills and the ability to juggle multiple competing tasks.
  6. Strong interpersonal, influencing, networking and communication skills for consultation and negotiation, demonstrating empathy and inclusive behaviours.

The job description provides full details about the role and what we are looking for.

What you'll get in return:

  1. 30 days annual leave (increasing to 35 after one years' service)
  2. Generous pension scheme
  3. Discounts from well-known brands and retailers
  4. Parliamentary health and wellbeing programme

The work we do is vital to House of Lords, and you will be a pivotal member of the team strengthening the work of the House. The House of Lords is the second chamber of the UK parliament.

It is independent from and complements the work of the House of Commons to:

  1. Make laws
  2. Check and challenge the actions of the government through questions and debates
  3. Investigate public policy and provide a forum of independent expertise

Please complete your online application by 23.55pm on Sunday 16 March 2025. The House of Lords Administration is committed to increasing diversity and maintaining an inclusive workplace culture. We welcome applications from all candidates regardless of their age, caring responsibilities, disability, gender/sex, gender reassignment/trans status, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sexual orientation and socio-economic status. The Administration will also consider flexible working arrangements and reasonable adjustments. We welcome and encourage job applications from people of all backgrounds.

For this role we particularly welcome applications from groups which are currently underrepresented within the team, including applications from Black, Asian and ethnic minority candidates and candidates with disabilities.
