We are looking for someone who can bring strong strategic oversight, drive continuous improvement, and provide trusted advice at the highest levels of the organisation.

Leading a diverse team of 34, the Director of Finance and Corporate Resources will oversee the Commission's financial management, corporate governance, procurement, planning and performance, and infrastructure functions—playing a vital role in ensuring financial sustainability, embedding best practices, and providing strategic advice to the Board and Audit and Risk Assurance Committee.

This is a broad and challenging role, you will act as confidential advisor to the board on areas relating to your remit. You will inspire change, advocate best practice, and drive performance across multiple operational domains.

In order to be effective in post, applicants must give evidence and examples of proven experience of each of the following essential selection criteria:

  • Qualified CCAB or CIMA accountant with extensive post-qualification experience in public sector finance and a strong knowledge of public sector procurement, governance and compliance regulations.
  • Proven track record in a leadership role, contributing to strategic direction and operational delivery of an Arm's Length Body (ALB), Civil Service Department or other government body.
  • Proven ability to successfully lead multi-disciplinary teams at a senior level ideally including a mix of corporate services areas such as Planning and Performance, Finance, Facilities and IT, Procurement, Governance and / or Legal services.
  • Exceptional people management skills - inspiring multi-functional teams and creating an inclusive environment of continuous improvement.
  • Experience of implementing change programmes across multi-functional areas within time, cost and performance criteria, and creating tangible change in performance.
  • Evidence of leading on financial and management reporting, budgeting and forecasting. Ensuring proportionate and effective financial controls and assurances are in place across the Commission.
  • Ability to navigate politically sensitive environments and manage competing priorities effectively.
  • Experience of advising and influencing senior stakeholders, including executives and non-executives, and of demonstrating strategic value and impact whilst managing challenging and opposing opinions.

You will offer outstanding communication and listening skills, operating with tact and diplomacy. You will be able to grasp and translate complex and politically sensitive issues at pace, with a scrupulous focus on evidence.

While our preference is for the role to be based in Manchester, we are open to considering candidates based in Cardiff or Glasgow. Individuals are expected to work from a Commission workplace/office for a minimum of 40% of their available time.
