Our IT department has circa 70 people, delivering a range of service to colleagues, councillors and some external customers such as schools.

The services include end user devices, our network and data centres, front and back office systems, over 300 pieces of software, Microsoft technologies, and a service desk.

As part of a redesign we are looking for an experienced portfolio, projects and programme manager to join the service.

The role

You will lead a team of several staff including project managers, business analysts and demand analysts.

Your core responsibilities will be to:

  1. Manage our portfolio of change demand, shaping that into a viable delivery roadmap.
  2. Execute that plan to achieve successful project and programme outcomes.

The role is a permanent Grade 11 post, working 37 hours per week with a hybrid of office and home working, as appropriate.

What's needed?

You will need to have strong experience in the delivery of projects and programmes and managing a portfolio of change. Ideally you will have relevant qualifications in this area such as PRINCE 2, Management of Portfolios (MoP), Managing Successful Programmes (MSP), Association of Project Management (APM), etc. However, significant evidence of relevant skills and knowledge will be considered in lieu of formal qualifications. You should also be familiar with delivery methodologies such as waterfall and AGILE. Knowledge of the service delivery model, Information Technology Infrastructure Library (ITIL) will be a distinct advantage.

The most important part of your capability will be a successful track record in the delivery of both IT systems and business change.

The role holder will be part of the IT Leadership Team, reporting directly to the Head of IT. You will be engaging with the most senior management roles across the organisation, so must have excellent stakeholder management and communication skills.

Experience of working in a local authority would be beneficial but is not essential.
