This is a pivotal role in our first year of devolution, turning complex data into insights that shapes how over 30,000 residents access high-quality learning every year through a large number of delivery partners.As a Skills and Economic Intelligence Officer, you will:Lead on the design and delivery of MI frameworks for large-scale programmes, including Adult Skills Fund and Skills Bootcamps.Ensure compliance with funding rules through accurate data reporting and analysis.Collect, analyse, and present labour market intelligence and management information from a range of sources.Translate ILR and other datasets into actionable insights for strategic planning and provider performance managementConduct robust analysis of economic, labour market, and skills data to inform strategic planning and commissioning decisions.Produce clear, impactful reports, dashboards, and presentations tailored to different audiences.Contribute to the development of the Lancashire Data Observatory and performance reporting frameworks.What we're looking for:Honours degree or equivalent experience, with formal training in quantitative and ideally qualitative analysis.Excellent understanding of DfE funding rules relating to ASF and Skills Bootcamps and their application in MI and compliance reportingExperience working with complex datasets for large-scale, multi-provider programmes using tools such as Excel, SQL, and business intelligence platforms (., Power BI).Ability to produce analysis using a variety of mediums, including reports, dashboards, and presentations.Knowledge of data governance and compliance, including Data Protection and FOI legislation.If you’re ready to use your data expertise to influence decisions and improve skills provision in Lancashire, we’d love to hear from you.Apply now and help us deliver evidence-based solutions that make a real difference—where your work truly matters.Closing Date: 19th December 2025 Interview Date: 12/13th January 2026Why join us?By joining Lancashire County Council, you can shape the career path that is right for you, with opportunities to gain personal and professional qualifications, coaching, and mentoring.
