We are delighted to offer an opportunity for a suitably qualified Consultant in Public Health, to join our dynamic Public Health Senior Leadership team in St Helens for a fixed term period until the 31st of March 2026 (part-time and full-time applicants are welcome). The role will involve supporting people within our population who experience some of the highest levels of need and inequality, and will specifically include work relating to mental ill health, addiction, licensing, homelessness, community safety, safeguarding, youth justice, older people and falls.

St Helens offers a welcoming culture, with Public Health being well embedded within the whole council, and excellent partnerships in place across the public and private sector, local NHS, and voluntary sector. St Helens Public Health Team provides a supportive learning and training environment, and this role may suit a specialist public health registrar within 6 months of their final registration, who is looking for Consultant experience.

Specific Duties will be negotiated with the DPH but may include the following:

Drugs and Alcohol:

Provide Leadership to the St Helens Combatting Drugs Partnership and work with the Public Health Practitioner to provide update reports to the Safer Communities Partnership and the Police and Crime Commissioner.

Work with the Public Health Registrar to complete the JSNA and share findings with the partnership to inform the refresh and development of the partnership action plan.

Work with the Public Health practitioner to manage the £2m Drugs, Alcohol and Recovery Grant (DATRIG) budget and performance-manage the commissioned services.

Work with relevant partners to ensure an appropriate, evidence-based local response to Gambling related harms

Work with Estates and the DPH to ensure the providers of the drugs and alcohol services are able to secure suitable accommodation from 2025 and beyond.

With the Public Health Practitioner, oversee the development of the newly-commissioned Lived Experience Recovery Organisation, delivered by the Come Together Hub.

Finalise the future arrangements for inpatient detox placements through the Cheshire & Merseyside consortium.

Upscale the anti stigma work within the council, the inequalities commission and across wider partner agencies.

Provide leadership and advice to the Ketamine scrutiny study group.

Support the 'Edge of Care' work with Deloitte and Children's Social Care to improve the local system response to ketamine related harm.

Work with Licensing and the Public Health Intelligence lead to review Licensing applications and support appropriate Public Health representations in line with the Licensing Objectives, to sub-licensing committee as appropriate.

Suicide Prevention and Self Harm:

Work with the Public Health Practitioner and DPH to review and develop the plans for reducing suicide and the prevention of hospital admissions for self-harm.

Oversee the completion of the Suicide Audit and develop recommendations for action with the Community of Practice partnership.

Work with the Public Health practitioner and DPH to refresh the Suicide prevention action plan and governance arrangements.

Support and advise the Suicide Prevention Scrutiny Study Group.

Lead the Self Harm Action Group and review its action plan.

Provide progress reports on Suicide prevention and Self harm work via the Public Health practitioner to the Mental Wellbeing Group

Co-design a new model of crisis care with relevant partners as an alternative for people who are attending A&E with suicidal intent or self-harm.

Wellbeing: Contribute to the work programme of the Mental Wellbeing partnership, with particular focus on workplace wellbeing.

Complex Cares: Work with Housing, Hostels, and relevant services and organisations to provide joined up support for people in the borough who experience homelessness, drugs and alcohol and physical & mental health challenges.

Review and Share the findings of the Complex Cares Programme Evaluation and liaise with stakeholders and senior leads to identify a way forward for the programme.

Support the Adult Safeguarding Board as required and specifically explore opportunities to improve support for people with complex needs

Public Health Intelligence. Work with the Public Health Intelligence Lead to ensure the delivery of an agreed programme of Joint Strategic Needs Assessment, Public Health Performance, mandatory data returns such as Stop Smoking, National Child Measurement Programme, and the production of the Public Health Annual Report and intelligence reports required to inform public health programmes and interventions.

Community Safety: Provide Public Health leadership to the Safer Communities Partnership. Support the Domestic Homicide Review learning Process as appropriate. Provide update reports from the Combatting Drugs Partnership with the Public Health Practitioner.

Youth Justice Board; Support, promote and help to improve the work of the youth Justice Board.

Falls Prevention: Work with Adult Social Care and local providers to co-design and transform the falls prevention service. Provide support to the Falls Prevention Scrutiny Study Group, which will be led by Adult Social Care.

Public Health Senior Leadership Team (SLT): Attend the Public Health SLT once a week with the DPH, Consultants and Registrars to manage the Public Health business and review performance and finance.

Lead the Public Health Journal Club Encourage the Public Health Team to share, discuss and appraise interesting Public Health papers and publications every 6 weeks.

Deputise for the DPH as required

Line manage 3 public health staff - two Public Health Practitioners and the Public Health Intelligence Lead.

We have flexible ways of working in place in St Helens, generally with 2 days per week on site, and you will be able to work virtually from home and be part of a forward-thinking public health team that sits within the Integrated Health and Social Care directorate, which also includes the ICB and Adult Social Care.

Interviews will be held in late March or early April

All applicants must be registered with the UKPHR via the specialist training route or be within six months of registration at the date of the interview. Applicants must provide proof (letter of confirmation from their TPD or the CCT) at interview.

Applicants that are non-UK trained, will be required to show evidence of equivalence to the UK CCT.
