Job summary The post holder will act as a champion and expert resource for Civil Contingency Management across all University Health Board (UHB) activities.
This will entail the development, maintenance and review of resilience management, strategic risk assessments, emergency planning and corporate business continuity planning.
The post holder will co-ordinate the implementation of the UHB business continuity planning, and support operational Directors with regard to development, review and exercising of business continuity and emergency plans.
The post holder will be required to work in collaboration with numerous internal and external teams.
Main duties of the job The post holder will ensure that the UHB maintains compliance with its responsibilities under the Civil Contingencies Act (2004), and work with NHS and other partner organisations to ensure an effective emergency response from the health community which is consistent with the requirements of the Civil Contingency Act.
The post holder will: Be responsible for monitoring the UHB's compliance with the statutory duties the UHB bears under the Civil Contingencies Act 2004, associated NHS Wales and Cabinet Office Guidance.
Be responsible for interpreting national and regional guidelines (in relation to emergency planning and business continuity) as they apply to the UHB.
Ensure that the UHB implements any such guidance and fulfils its corporate obligations and be responsible for the communication of non-compliance.
On behalf of the Director of Strategy and Transformation and Assistant Director of Transformation, provide leadership on policy for resilience for the UHB.

that the Director of Strategy and Transformation and Assistant Director of Transformation and Chief Operating Officer/ Deputy Chief Operating Officer, as appropriate, are regularly appraised of emergency resilience matters.Attend and represent the UHB at various meetings Health Emergency Planning Leads.Attend and represent the UHB at the Local Resilience Forum (LRF) Health Sub Group meetings.Chair both internal and external meetings in matters relating to emergency resilience.Support the Director of Public Health in providing public health advice, support and leadership, especially in responding to major public health incidents.Participate in the pre-planning and co-ordination between Welsh Government and the NHS in preparedness for infectious diseases and other public health emergencies.Contribute to policy formulation within the Welsh Government as part of Health Emergency Planning Leads Group.Be responsible for producing and the submission of reports to relevant Board and Committee meetings.Be responsible for the planning, development of corporate contingency strategies, plans, policies, procedures, protocols and guidelines.Be responsible for the development of emergency response plans.Undertake an active role in the development and support of the Directorate business continuity plans and co-ordinate the associated risks.Work closely with clinical colleagues Control of Infection colleagues to develop emergency plans.Undertake training need analysis, develop and implement training programs for contingency and emergency plans.Be responsible for planning, schedule and executing emergency/ contingency exercises across the UHB.Work closely with the Chief Operating Officers Team, including co-ordinating the production of the Executive Director and Senior Management on call rota.Support the provision of strategic leadership to the health economy during periods of disruptive challenges.Support the assessment of the impact on the health care system from an incident.Act as a central point of contact for Welsh Government Health Emergency Planning Department providing regular reports during incidents.Support the organisation in responding to unforeseen circumstances.Represent the UHB at Silver Command during incidents and training opportunities.Ensure business continuity planning across the Health Board.Be responsible for regular evaluation and audits to ensure compliance with the Civil Contingencies Act 2004, and work with the operational teams to ensure preparedness to deal with major incidents.Be the Point of Contact for other statutory agencies and partner organisations for business continuity and emergency planning networks.Develop and maintain effective working relationships with professional groups, clinical staff and senior management across local partners and internal organisational planning.Plan and host table top and real time exercises to assist staff to develop and learn important lessons in advance of a major incident or emergency situation.Hold debriefing sessions following events to learn and implement lessons.Be able to analyse data and information to develop deeper understanding and higher levels of resilience across Cwm Taf and develop and monitor implementation of agreed action plans with the operational teams (COO & DPMH).Regularly seek new information and undertake literature searches for the latest evidence to support practice and share information for the wider NHS.Evaluate evidence-based information to ensure the most current information available for staff and patients.Be able to safely manage restricted or sensitive data and information regularly and assimilate from a range of sources to develop local guidance.Analyse data and information from a variety of sources and develop complex reports to support decision making across the Health Board.Undertake organisational risk assessments and advise the Director as required.Work unsupervised and independently, to balance the need of the strategic direction with the development of operational plans by Directorates and Departments.Provide training to Cwm Taf Morgannwg staff (and staff from partner organisations as required) on a variety of areas including contaminated casualties, viral haemorrhagic fever disease prevention and major incidents.Ensure sufficient training provided for loggists.Ensure training needs are identified with the operational teams (COO and DPMH), and keep a corporate record of key skills required.Work with the teams to ensure adequate cover across all health board areas.Monitor financial expenditure within a delegated budget and ensure UHB Financial Controls Procedures are adhered to.Work with the Facilities Directorate on bomb threats and suspicious packages.Work with ICT staff to ensure adequate telephony and communications during emergency incidents.Work with the Infection Prevention and Control Team to plan and manage incidents including viral haemorrhagic fever and flu pandemics.Work in conjunction with the Head of Safeguarding to ensure the PREVENT agenda is shared across the organisation.Plan and ensure the major incident call cascade test takes place at least every 6 months with the switchboard staff (alternating Royal Glamorgan Hospital and Prince Charles Hospital sites).Develop specific plans, procedures and protocols as required in line with organisational requirements, new legislation and lessons learned from other major incidents or events.The postholder will represent CTMUHB and take part in events Person Specification Qualifications and/or Knowledge Essential Educated to Master's Level, or possess equivalent experience, skills, training and knowledge from working at Senior NHS position Knowledge of legislation related to Civil Contingencies, Emergency Planning and Business Continuity acquired through training and/or experience to Master's Level equivalency.
Willing to apply and work towards Diploma in Health Emergency Planning (or equivalent).
Desirable Qualification in business continuity, emergency preparedness or equivalent.
Knowledge of UHB support systems and the clinical care environment.
Project management qualification.
Experience Essential Extensive previous experience of working within the NHS at Senior level.
Experience of leading and managing staff.
Desirable Direct experience in working within emergency planning / business continuity or equivalent.
