Our client, a large Public Sector Organisation requires a Procurement Officer based in Antrim.
Role: Procurement Officer Location: Antrim Hours of work: 37 hrs per week, Hourly Rate: £20.98 LOCATION OF POST: Antrim MAIN PURPOSE: As a member of the Finance Team, the Procurement Officer will be expected to contribute to the delivery of objectives in the Procurement Section's Business Plan in accordance with the Council's corporate plan.
PRINCIPAL RESPONSIBILITIES: Responsible for the effective and efficient operation of the tendering and quotation processes including evaluation, negotiation, recommendation of tenders to the appropriate committee and debriefing of unsuccessful tenderers.
Provision of procurement advice to Council officers, service managers and Directors on procurement policy and procedures.
Assist Council officers with the preparation and review of specification and tender documents.
Responsible for the creation, maintenance and review of a register of Council wide goods, works and service contracts.
Maintain procurement information on the Council's systems such as Procurement Policy, tender opportunities, contracts and Contract Management Policy.
Liaise with external professional Procurement bodies regarding the procurement of goods and services to identify potential collaborative purchasing opportunities.
Support and assist the Procurement Manager in the provision of procurement related information and assurance to CLT, Committees and Council.
Develop partnerships with internal and external customers and other stakeholders (including public, private and voluntary sector bodies) to foster positive and appropriate relationships, identifying opportunities for improvement and continuous development within the section.
Monitor Councils spend to identify opportunities for new or revised procurement initiatives.
Provide support to business areas to manage, monitor, evaluate and review contracts to ensure quality, value for money and compliance with contract terms and conditions.
Maintain the contract management framework to assist contract managers in assessing contract risk and monitor contracts.
Ensure that the agreed procedures are implemented throughout the Council and that they comply with statutory requirements and good procurement practice.
Identify any external change with the potential to affect the Council's Procurement Policies and prepare reports for the Procurement Manager.
Assist the Procurement Manager in the development, implementation and review of Strategic Procurement Policy and Procedures for the Council.
To undertake appropriate research and provide advice to Departments on new and alternative products, services, suppliers and procedures.
Such other duties as may be allocated in relation to the needs of the Department.
Deputise for the Procurement Manager as necessary.
To be available from time to time to carry out duties outside of normal office hours and in addition to basic contracted hours.
Such additional hours will be remunerated in line with Council's approved policies at the time.

GENERAL RESPONSIBILITIES: Demonstrate a team approach to achieving the objectives of the Section through full flexibility in relation to tasks undertaken.
Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
Continuously develop personal knowledge and skills to enhance internal and external customer service.
Comply with, and ensure that other staff comply with, Council's policies and procedures including those relating to health, safety, wellbeing and safeguarding.
Promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values.
Carry out any other relevant duties which may be assigned including working in other sections of the Department and Council.
To be available to work flexibly in other services during emergencies.
QUALIFICATIONS & EXPERIENCE: ESSENTIAL: At least 3 years' relevant procurement experience and hold or be currently working towards a qualification which gives membership of the Chartered Institute of Procurement and Supply.
OR At least 4 years' relevant procurement experience and be willing to work towards achieving membership of the Chartered Institute of Procurement and Supply within 3 years of commencing this role.
