Job summary An excitingopportunity has arisen within SNEE ICB for recruitment of a Band 8b Senior Ambulance Commissioner on a permanentbasis.Thepost holder inconjunction with the Director of Operations will effectively commission theAmbulance Service for East of England on behalf of the regional commissionerconsortium and represent the region within national forums relating toambulance services as required.The post holder willbe responsible for managing on a day to day basis the East of England AmbulanceService Contract on behalf of the East of Englands 6 ICBs making up theCommissioning Consortium and be responsible for the contract negotiationprocess and performance management of the contract and provide support tofunctions including the administration of the Consortium, this is at verysenior manager level.The post holder will beformally accountable to the Director of Operations for the Suffolk and NorthEast Essex ICB and will work closely with NHS England regional team, ICBlocality leads and teams at a range of levels in the six ICBs of Mid and SouthEssex, Bedfordshire, Luton and Milton Keynes, Hertfordshire and West Essex,Norfolk and Waveney, Suffolk and North East Essex and Cambridgeshire andPeterborough.
The role will be achallenging but rewarding opportunity for the right candidate to actively leadin the negotiation and management of a very large regional healthcare contractin a fast moving area of the NHS.
Main duties of the job In conjunction with theDirector of Operations, effectively commission the Ambulance Service for Eastof England on behalf of the regional commissioner consortium.Be responsible for the contractnegotiation process and performance management of the contract and providesupport to functions including the administration of the Consortium, this is atvery senior manager/director level.Implementcommissioning, procurement and contracting requirements to explicit and agreedstandards and to accord with national, regional or local policies andstrategies.Identify suitablestandards relating to local services in the absence of other relevant standardsof quality, performance and effectiveness.Support all meetingswhere reasonably possible, through attendance and delivery of informationrelevant to each agenda, with focus upon whole contract meetings and Localitymeetings where the Provider is in attendance and the agenda demands; sub focusgroups are arranged within each specialty by finance or qualitycolleagues.

The ICB remains accountable for all of its functions, includingthose it has delegated.
Local residents have a big role to play in theoperation of the ICB.
