Job summary An exciting opportunityhas arisen for an enthusiastic, conscientious and dedicated engineer to jointhe CHoICE Facilities Services team at South Tyneside Hospital (ST) asOperational Estates Manager.
The successful applicant will be professionallyaccountable and responsible for the day to day management of all EngineeringServices, Specialist Services and Hard FM Admin team on site at South TynesideHospital and associated community properties.
Managing a team of approx.
30 staff, therole will witness an individual forming part of the senior management Hard FMteam and joining an ambitions organisation which is constantly looking todevelop new and existing services to provide the best possible healthcarefacilities management services within the region.
Directly managing a team ofspecialist engineering managers who collectively manage engineering servicestypically found within a large acute NHS Trust.
The successful applicant will havea proven track record of leading and coaching staff and teams to ensure that therelevant teams & individuals can be supported and helped towards ensuring thatstatutory, mandatory & best practice compliance in relation to engineeringbuilding services can be achieved.
Although based at South Tyneside Hospital, there may be a requirement to travel/work at anyCHoICE maintained premises & participate within the Engineering Managers OnCall Rota.
Main duties of the job The role willrequire you to have a significant specialist knowledge andexperience in engineering and building services typically associated to a largeacute NHS Trust.
Managing a team of specialist engineering managers responsiblefor the management engineering and energy & sustainability services, youwill have a proven track record of leadership and staff development.
As a focalpoint within the operational Hard FM team, you will have excellent analyticaland judgement skills and able to receive highlycomplex facts, figures and information across a wide range of engineering relatedservices.
Working closely with the Head of Estatesand Deputy Director of Estates and Facilities, you will have a highly developed planning and organisationalskills and an excellent understanding of engineering compliance and ableto quantify risks and backlog maintenance requirements to assist in the ongoinginvestment and development to on site engineering services.
You must haveexcellent communication skills and able to communicate at all levels withinCHoICE and the Trust as a part of the management of maintenance activities.
Thesuccessful applicant will also beassigned budget holder for the engineering operational budgets.
As part of thisresponsibility, the successful applicant will be required to review ongoingexpenditure and ensure that the works and activities are required and beingprocured in line with the organisations standing financial instructions.

Job description Job responsibilities TheOperational Estates Manager (South Tyneside Hospital) will be professionally accountable andresponsible for the day to day management of the Estates Engineering, SpecialistServices and Hard FM Admin Departments for Choice Facilities Services based at South Tyneside Hospital.Directlymanaging Engineering estates officers with responsibility for managing up to 50staff across multiple sites such as South Tyneside Hospital, St Benedicts Hospice, Clarendon,Palmer Community Hospital and various community premises.
The post holder shallprovide professional advice to the Estates Manager/Head of Estates to ensurethat the Department delivers a comprehensive, effective and compliant facilitiesmanagement service.
The post holder will undertake the duties/responsibilitiesas defined in Trust and Choice Policies relevant to Engineering Services andwill act as the Responsible, Deputy or Authorised Person for a small number ofkey services as identified within HTM00 Policies and Principles of HealthcareEngineering.
Thepost holder will be responsible to ensure that all statutory maintenance anddata required to maintain proper records of all statutory requirements andservices to comply with the requirements of current legislation and provide assuranceto the Estates Manager/Head of Estates that risks are being actively managed inline with current legislation and guidance.Thepost holder will be responsible for the continuous development of staff throughappraisals and the identification of training needs analysis as such to ensurethat the necessary skills are in place to deliver a timely, safe, compliant andefficient cost effective service.PLEASE SEE ATTACHED JOB DESCRIPTION FOR FULL DUTIES OF THE ROLE Person Specification Qualifications Essential Educated to degree level qualification or equivalent in relevant engineering discipline with further specialist training and/or experience to masters equivalent level Desirable Membership of a professional body Registered with the Engineering Council UK Management Qualification/Training Physical Skills Essential Undertake moderate moving and handling activities with the ability requirement for physical dexterity, hand and eye co-ordination Perform testing and asset condition surveys using a range of technical and non-technical devices and instruments To sit at workstations for a prolonged period of time then adapt to undertake site surveys or respond to emergency situations May be required to travel, work and manage at all of CFS managed sites Skills and Knowledge Essential Specialist engineering (such as pressure, LV/HV, fire alarms, water systems and ventilation) and building knowledge (such as Asbestos, windows, building construction) to masters level Knowledge of planning and project management processes Detailed technical knowledge to facilitate and carry out the role of an Authorised person / Responsible person as defined in the appropriate HTMs for a small number of disciplines Excellent negotiation, presentation, written and verbal communication skills Ability to relate / communicate a wide range of subject matter to a diverse group of professional colleagues Experience Essential Extensive knowledge and experience of principles, theories and practices of a wide and technical diverse range of subjects relating to the management of the Estates services Management experience in dealing with Human Resource issues in line with set policies and procedures, such as disciplinary, attendance management etc Evidence of managing a large in-house team Ability to develop and motivate people Proven management experience at operational level Ability to assess risks associated with engineering processes and to formulate appropriate procedures to mitigate risk Desirable Experience of undertaking a similar role within an NHS environment
