Venesky-Brown’s client, a public sector organisation with various locations across Scotland, is currently looking to recruit a Lead People Adviser until the 31st of March 2026 on a rate of £194.71-£204.56/day (inside IR35). This role will be a hybrid of working at home and in the office.Responsibilities:- Support the People Manager in the development and implementation of a professional People Service to the organisation.- Lead and direct the activities of the People Advisers, Assistants and administrative staff across the People Directorate.- Support the People Manager in forward planning by contributing to the development of the Annual Operating and Directorate Plans, as well as developing team and project plans and monitoring and reporting on progress of these.- Provide accurate and timely People / employment advice and guidance to managers and employees with particular reference to employee relations matters, terms and conditions and the application of People policies and procedures, dealing with more complex matters or queries related to these as required.- Lead professional advisers and manage a portfolio of casework in relation to people management activities (including absence, discipline, grievance and capability) and provide professional advice at associated meetings.- Develop and deliver induction training and the provision of targeted leadership development programmes on people management activities.- Support the implementation of the Strategic Workforce and Resourcing Plan through functional / departmental structure reviews, vacancy management and co-ordinating resourcing campaigns.- Contribute to the provision of positive action and engagement events.- Undertake and lead on People projects and initiatives, including leading matrix teams to deliver positive outcomes.- Support culture change through the development and delivery of change initiatives.- Maintain a comprehensive knowledge of professional areas of expertise including Employment Legislation, Reward and Terms and Conditions, changes to working practices, People Policies and Procedures and general employment related developments.- Research and collate information and data on employment legislation, benchmarking and best practice; analyse information and make recommendations on proposals for People related initiatives.- Prepare and monitor statistical information, develop and prepare management information and reports on a range of People matters to key internal and external stakeholders as required.- Maintain a comprehensive knowledge of professional areas of expertise including Employment Legislation, Reward and Terms and Conditions, changes to working practices, People Policies and Procedures and general employment related developments.- Develop, review and implement People and employment related policies, procedures and systems to ensure that organisation applies best practice and complies with legislative requirements.- Support and take a lead role in developing the People continuous and performance improvement initiatives.- Lead job analysis and quality assurance in support of the Job Evaluation Scheme and relevant policies and procedures.- Operate within the organisation’s governance framework and represent the People Directorate at committee meetings, working parties, management meetings and Deputise for the People Manager as required.Essential Skills:- Degree level qualification, or equivalent knowledge gained through relevant experience in the working environment.- Associate Diploma in People Management; Organisational Learning and Development or equivalent qualification relevant to the role- Associate membership of CIPD or equivalent body relevant to the role, or be able to demonstrate relevant continuing professional development which would show the ability to achieve this- Previous experience in a similar role- Experience as a People generalist / business partner- Effective communication skills and the ability to influence a range of stakeholders- Knowledge of current and emerging legislation relevant to employment matters- Experience of developing and implementing People policies and procedures- Proficient in the use Microsoft Office packages- Experience of gathering and analysing data and information and the preparation of reports- Ability to work on own initiative, exercise judgement to inform decision making - A commitment to CPD- Driving licence, or the ability to travel across the organisation- Flexibility to support a range of People activitiesDesirable Skills:- Advanced Diploma in Strategic People Management or Strategic Learning and Development - Chartered Membership of CIPD - Awareness of the role of the organisation and how it can add value - Experience providing workforce metrics and analysis reports - Experience in leading and managing projects and teams - Experience of working in a changing environment - Experience of operating in a unionised environment If you would like to hear more about this opportunity please get in touch.
