Job Description

Lincoln Cornhill is delighted to be working with a Local Authority based in Devon who are seeking to appoint a Head of Asset Maintenance on an interim basis for 6 - 12 months. The position is due to start in January, with interviews being held on the 11th and 12th December. The day rate for the position is negotiable (around £500 a day inside IR35), so you would be permitted to work through an Umbrella Company.


The appointed candidate will offer strategic and operational support to the Asset Maintenance service, delivering against the organisations corporate ambitions and priorities. The candidate will provide exceptional management and leadership to ensure the organisation effectively delivers its vital services to customers.


The range of duties which are covered include:

  • Lead the continuous improvement of the council’s Asset/Maintenance function that will include, Retrofit, Maintenance, Fund Asset Management, Capital Expenditure and Health and Safety
  • Assist with the strategic delivery of the Asset Maintenance function, and assist in the communication of the business plans across the council
  • Have line management responsibility for the Planned Works Manager, Repairs Manager, Asset Support Manager, Development Manager and Health & Safety Manager
  • Lead the Assets Maintenance team by delivering a comprehensive asset management function in respect of the Council's diverse property portfolio and to contribute to the delivery and management of those estate management activities
  • Have financial oversight of the capital expenditure budgets whilst establishing and implementing improvement programmes for the council’s domestic and commercial portfolios
  • Adopt oversight for the constant professional improvement of all employees that work within the Asset Maintenance team and provide a clear pathway for colleagues to thrive at the council


Experience and skills required:

  • The ideal candidate will need to have experience leading a public sector Asset Management Service
  • Must have been exposed to both commercial and domestic dwellings
  • Evidence of controlling and managing substantial budgets
  • The ideal candidate will be able to evidence they have cultivated a high-performing culture that delivers cost-effective outcomes
