Spencer Clarke Group are seeking a Benefits and Homeless Prevention - Strategic Commissioner for a Local Authority Client based in East London.

In this role, you will lead the strategic commissioning of services to prevent homelessness, drive market development initiatives, and ensure high-quality support for vulnerable residents at risk of homelessness or rough sleeping.

About the role:
You will be tasked with delivering key strategic objectives:

Develop and implement commissioning strategies aligned with local and national homelessness prevention policies.
Spearhead market development strategies with service providers to enhance support for individuals at risk of homelessness.
Engage with public, private, and voluntary sector partners to foster effective collaboration and address complex issues in homelessness prevention.
Oversee budget management for commissioned services, ensuring value for money and alignment with corporate savings targets.
Prepare comprehensive reports and briefings for senior management and elected officials on commissioned services and outcomes.

About you:
The successful candidate will have the following skills / experience:

At least four years of experience in a commissioning role or equivalent in adult social care, housing, homelessness, or health services.
Proven experience in managing a team across various grades and employment statuses, including dealing with employee relations issues.
Extensive knowledge of homelessness and allocations legislation and related policies, as well as Housing and Council Tax Benefit legislation.
Experience in developing and implementing strategic commissioning and procurement plans, including needs analysis and setting quality standards.
Experience in engaging and negotiating with service providers and stakeholders to achieve desired outcomes.

What's on offer:
Salary: £38+ph
*may negotiate higher for exceptional candidates, based on experience*

Contract type: 3-6, months minimum, with a high likelihood of extension

Hours: Monday to Friday, 36 hours per week
