Job Purpose

The CMHT Operational Lead will oversee the delivery of high-quality mental health services for adults with severe and enduring mental health conditions within a community setting. As a key leader within the East London NHS Foundation Trust, the role focuses on driving operational excellence, ensuring clinical and statutory compliance, and fostering collaborative partnerships with stakeholders. The role includes line management of multidisciplinary teams, service development, and direct support to the community in adherence to the Care Act, Mental Health Act, and Mental Capacity Act.

Key Responsibilities1. Operational Management

-Lead and manage the Assessment and Brief Intervention team, ensuring services meet performance and contract targets.

-Oversee budgets and financial operations, ensuring effective use of resources and value for money.

-Monitor placements and community care funding; ensure reviews are outcome-focused and recovery-oriented.

-Implement policies and procedures, ensuring compliance with Trust standards, clinical governance, and risk management protocols.

-Manage administrative and data services, ensuring efficiency in operational processes and adherence to data protection standards.

2. Clinical Leadership

-Provide expert clinical assessments and interventions, addressing the complex needs of service users.

-Ensure robust duty systems and risk management protocols are operational.

-Support the implementation of statutory frameworks, including Safeguarding, Care Act assessments, and Mental Health Act processes.

-Promote user- and carer-centered care plans, encouraging participation and advocacy in recovery planning.

-Chair safeguarding and risk management meetings, ensuring timely actions and accurate documentation.

3. Staff Management

-Supervise and support multidisciplinary staff, ensuring consistent performance and adherence to professional codes of conduct.

-Conduct formal clinical and managerial supervision, appraisals, and performance development reviews.

-Lead recruitment, retention, and workforce development initiatives.

-Promote reflective practice and provide coaching during critical incidents or service challenges.

-Ensure mandatory training compliance and staff readiness to adapt to changes in service delivery.

4. Professional and Personal Development

-Maintain up-to-date knowledge of clinical best practices, legal frameworks, and relevant policies.

-Participate in professional forums and contribute to the dissemination of evidence-based practices.

-Foster an environment conducive to continuous learning, professional growth, and service improvement.

5. Education and Training

-Develop and deliver training sessions tailored to team needs.

-Act as a mentor and coach for team members, supporting skill development and professional accreditation.

-Facilitate a culture of shared learning and knowledge exchange within the team.

6. Research and Audit

-Lead and contribute to clinical audits, quality improvement initiatives, and service evaluations.

-Promote the integration of research findings into clinical practice.

-Participate in Trust-wide working groups to influence broader policy and practice improvements.

-Associate Clinical Director & Service Manager (Community Services)

-Senior clinicians, GPs, and statutory/voluntary sector partners

-London Borough of Hackney social care teams

-Inpatient and specialist community teams

Person Specification Essential Criteria:

-Education & Qualifications: Relevant clinical qualification; registration with a professional body; evidence of post-qualification training.

-Experience: Leadership in clinical roles; staff management; budget management; service development; multidisciplinary teamwork.

-Knowledge: Mental health legislation, clinical governance, safeguarding, and NHS policies.

-Skills: High-level clinical expertise, decision-making, supervision, budget management, and IT/data analysis.

Desirable Criteria:

-Social Work qualification.

-Management qualification.
