Preconstruction Team Lead for Framework Bids

We are seeking a seasoned Preconstruction Team Lead to join our specialist contractor based near Newbury. With an impressive track record of exceeding targets and securing substantial pipelines of work, we're looking to expand our preconstruction team.

Our focus lies in single-stage, negotiated, and framework opportunities within the partnership housing, apartment, and one-off spec development sectors, targeting developments valued between £2 and £20 million.

A collaborative approach is key to our success, with a talented team consisting of bid managers, estimators, design experts, building services professionals, and commercial specialists working together to deliver exceptional results.

Responsibilities:
  • Develop and implement strategies to determine compliance with tender requirements.
  • Produce non-compliant tenders or alternative proposals as needed, ensuring timely parallel execution.
  • Manage Bid Programmes, Response Trackers, and Budgets effectively.
  • Communicate project requirements to the bid team.
  • Ensure submissions meet all necessary deadlines and format requirements.
  • Contribute technical and operational insights to proposed solutions.
  • Identify and mitigate project risks accordingly.
  • Create, review, or contribute to technical and SHESQ responses.
  • Guarantee submission compliance with tender specifications.
  • Determine estimating strategies in collaboration with Estimators or Estimating Managers.
  • Lead procurement of designers, subcontractors, and suppliers.
  • Facilitate meetings and interviews with prospective partners on critical packages.
  • Collaborate with Planning Managers to agree Project Programme Strategies.
  • Provide technical support to Project Planners.
  • Review Project Programmes.
  • Evaluate achievement of tender response review gateways.
  • Implement mitigation measures when programme slips occur, ensuring subsequent milestones are met.
  • Issue, manage, and respond to Technical Queries from Clients and suppliers.
  • Develop strategies for alternative or non-compliant proposals when desirable and ensure their production in parallel with primary proposals.
