Job Title: Director of Operations
Job Summary: We are seeking a highly skilled and experienced Director of Operations to lead the operational management of the Devon and Torbay Combined County Authority (DTCCA). The successful candidate will be responsible for developing and implementing the DTCCA's business plan, overseeing performance and risk management, and ensuring compliance with the DTCCA's governance and financial management processes.
Key Responsibilities:
- Develop and implement the DTCCA's business plan, including strategic priorities and operational objectives.
- Oversee performance and risk management, including monitoring and reporting on key performance indicators and identifying areas for improvement.
- Ensure compliance with the DTCCA's governance and financial management processes, including financial management of an annual operating budget.
- Provide leadership and management to staff, including negotiating Service Level Agreements and providing guidance on operational matters.
- Develop and maintain strong relationships with Government and local partners, including MPs and other stakeholders.
Requirements:
- Professional qualification and/or significant relevant experience.
- Bachelor's Degree or equivalent in a related discipline.
- Extensive experience of working at a senior level within the public sector.
- Demonstrable knowledge of good operational performance and compliance.
- Experience of managing and maintaining effective partnership relationships.
- Ability to evaluate systems and processes, identifying and capitalising upon opportunities for continuous improvement.
- An inspirational leader with the ability to effectively motivate a staff group to achieve results.
- Excellent understanding of business planning, commercial risk management, and financial management.
- Experience of working within a service management environment.
- Experience of operating/advising at a leadership level.
- Experience of working in the public sector and within a political environment.
- Proficient in the use of Microsoft Office Suite.
Working Environment: The DTCCA is a public sector body operating within normal public sector finance, employment, scrutiny, audit, and governance procedures. The role will be based in Devon County Council's Performance and Partnerships Directorate, with the Chief Executive of the DTCCA as the line manager.
