Job Summary

A1 Personnel is seeking an experienced Senior Contracting Specialist to oversee subcontract formation and administration for various projects, ensuring compliance and managing subcontractor performance.

Key Responsibilities

  • Manage all aspects of subcontract formation and administration, ensuring timely and cost-effective execution.
  • Prepare RFQs/RFPs and assign contract flow-down provisions, maintaining a high level of accuracy and attention to detail.
  • Evaluate subcontractor proposals and conduct risk assessments, identifying potential areas of concern and developing mitigation strategies.
  • Develop negotiation strategies and award subcontracts, leveraging expertise in contract law and negotiation techniques.
  • Maintain subcontract records and document small business plans, ensuring compliance with regulatory requirements.
  • Monitor subcontractor performance and manage contract closeout, ensuring successful project completion and customer satisfaction.
  • Collaborate with supply chain planners to align deliverables, ensuring seamless integration with internal processes.
  • Update policies and procedures as needed, staying up-to-date with industry developments and best practices.
  • Use ERP systems for data tracking and reporting, providing insights and analytics to inform business decisions.
  • Progress high-value purchase orders through the approval process, ensuring timely and efficient execution.

Qualifications

  • Knowledge of ECSS, FAR, DFARS, DCAA, and other regulations, with a strong understanding of contract law and compliance requirements.
  • Familiarity with DCAA audits; MCIPS qualification is a plus, demonstrating expertise in contract management and procurement.
  • Knowledge of Source to Pay (S2P) and Procure to Pay (P2P) processes, with a strong understanding of procurement and supply chain management.
  • Strong verbal, written, and presentation skills, with the ability to communicate complex ideas and negotiate effectively.
  • Proficient in Microsoft Office Suite, with a strong understanding of data analysis and reporting tools.
  • Eight (8) plus years of subcontract management experience in federal contracts, with a proven track record of success and customer satisfaction.
