About the Role

We are seeking an experienced Transport Programme Lead to join our team at Leicestershire County Council and East Midlands Freeport. This is a unique opportunity to use your expertise in a multi-agency collaborative space, ensuring tangible outcomes and the growth of East Midlands Freeport and the region.

Key Responsibilities
  • Lead the identification and delivery of new highway and transport infrastructure to address capacity issues in the East Midlands Freeport area.
  • Develop a Transport Programme Plan, ensuring it is managed and delivered successfully within fast-moving planning and development timescales.
  • Establish good working relationships between all parties, including National Highways, local highway and planning authorities, EMCCA, Midlands Connect, developers, and consultants.
  • Provide strategic advice to East Midlands Freeport, local authority members, and stakeholders.
Requirements
  • Successful leadership and management of complex, significant, and demanding programmes and projects.
  • Significant and in-depth knowledge of current legislative requirements, governance, and relevant policies and procedures associated with Highways and Transport, Growth, Infrastructure provision, and Developing infrastructure delivery strategies.
  • Experience of building and developing robust and productive relationships with a wide range of partners, including engagement, leadership, and negotiation skills to influence key stakeholders.
  • Excellent verbal, written, and presentation skills to provide strategic advice.
  • Strong understanding of the linkages and relationship between infrastructure coordination/delivery and the planning system.
  • Strategic thinking at a senior level and its application to policy and strategy development.
  • Experience of using strategic data to inform decision making and implementation activities and priorities.
What We Offer

As a hybrid worker, you will be able to undertake most of your role independent of a fixed location. You will have a contractual office base (County Hall, Glenfield, LE3 8RA) which you will attend by need, rather than default, but most of your working week will be spent remotely. There will be a requirement to travel across the East Midlands as necessary, for site visits and meetings.
