Job Description:

This exciting opportunity as a Strategic Procurement Leader will involve leading the procurement activity for various projects, developing procurement strategies, managing tendering processes, and ensuring compliance with regulatory requirements. You will collaborate with commercial and delivery colleagues to identify best value opportunities and apply compliant and best practice procurement processes.

Key Responsibilities:

  • Collate stakeholder requirements and specifications, source data, and intelligence about suppliers, market sectors, and contractual commitments for the development of the procurement pipeline.
  • Manage procurement processes for competitive tendering, including supplier selection, pre-qualification, tendering, and evaluation, and contract award in accordance with the procurement plan, procedures, and governance.
  • Lead risk assessments with subject matter experts to establish the safety and business criticality of works, services, or products to be procured and develop the appropriate level of supplier and product assurance, audit, and evaluation for each procurement to mitigate risks and incorporate HSQE policies.
  • Utilise e-procurement tools, templates, and standard forms of contract to maximise the efficiency and control of the procurement process and support the fair evaluation of responses from bidding suppliers.
  • Manage contract negotiations, including the formulation of negotiation parameters, analysis, and interpretation of commercial data, and demonstration of flexibility while achieving negotiation objectives.
  • Prepare appropriate forms of contract to clarify price and deliverables for works or services, contract responsibilities, and incentives, risk, and obligations for each party; stipulate contractual remedies in the event of poor performance or breach of contract.
  • Maintain accurate and auditable records of procurement process compliance and ensure that vital records are maintained and archived when appropriate, and contracts and supplier registers are updated.
  • Exercise procurement authority as delegated by the Commercial Director and maintain high levels of process probity.

Required Skills and Qualifications:

We are looking for an experienced procurement professional with a strong background in strategic procurement, contract management, and risk assessment. Key skills include:

  • Procurement Management - ability to plan, deliver, and manage all procurement activities to deliver contracts and frameworks.
  • Contract Management - full understanding of different forms of contract and the components required to form a contract package and interrelationship between these elements.
  • Risk - good grasp of risk management principles and ability to apply risk assessment techniques in preparation of procurement plans.
  • Negotiation - experienced negotiator who is practised in preparing negotiating strategies based on analysis and market knowledge.
  • Compliance - good working knowledge of relevant legal and regulatory requirements and operates within corporate governance framework as it applies to commercial life cycle.
  • Supplier Relationship Management - working knowledge of and ability to apply SRM at work-stream or project level.
  • HSQE - operates with good level of awareness of HSQE requirements as they relate to contracts and contractors and ensures HSQE considerations underpin procurement approach.
