Job Summary

NHS Nottingham and Nottinghamshire Integrated Care Board is seeking a highly skilled and experienced Clinical Officer to join our team in the role of Associate Designated Clinical Officer for Special Education Needs. This is an exciting opportunity to work with a dynamic and forward-thinking organization, contributing to the delivery of high-quality healthcare services to children and young people with Special Educational Needs and Disabilities (SEND).

Key Responsibilities
  • Support the Designated Clinical Officer for SEND in ensuring that the Integrated Care Board meets its statutory duties for children and young people with SEND aged 0-25 years.
  • Manage complex arrangements and relationships between the Integrated Care Board and health service providers, Local Authority partners, and stakeholders for education and social care.
  • Work with the Designated Clinical Officer to identify need and future need of children and young people with SEN and disabilities and their families, informing SEND partnership on joint commissioning arrangements.
  • Lead on or participate in working development or steering groups to ensure effective improvements for service design and delivery across the system to improve experiences and outcomes for children with disabilities and SEND.
  • Act as a health lead representative on Education, Health, and Care (EHC) Panels for Nottingham City and Nottinghamshire County Local Authority, providing clinical expert advice to support discussion and analysis for decision making.
  • Coordinate and support partners to embed the development of robust pathways to enable health service providers to meet their statutory duties, contributing to the EHC assessment and EHC annual review process.
  • Provide expert advice to ICB Commissioners and Quality teams, Local Authority partners, stakeholders, and parent/carers on Special Education Needs and/or Disabilities (SEND) legal requirements and clinical advice to navigate a complex system.
  • Coordinate and support health service providers in meeting their duty to ensure information is available and accessible to service users on SEND Local Offer websites, working in partnership with Local authorities to co-produce and review their Local Offer website.
  • Work collaboratively with SEND system partnerships to develop good relationships and integrated approaches for embedding delivery of the Preparation for Adulthood (PfA) agenda, coordinating transitions pathways for children and young people with disabilities.
  • Lead on quality assurance improvements to ensure compliance of the ICB statutory duties for the EHC assessment and annual review process, working in partnership with service providers and local authorities to ensure mechanisms and participation in quality assurance audits.
  • Undertake analysis of data intelligence and quality reporting from health service providers, providing judgement for assurance and escalating risks to the Designated Clinical Officer and ICB commissioning, contracts, and quality leads.
  • Support a system approach to the development of a SEND training competence framework across the system workforce, delivering training sessions to the ICB, health service providers, and wider partners workforce.
  • Assist the SEND local area partnerships in the preparation and readiness for joint local area SEND inspections, demonstrating compliance with Joint Ofsted and the Care Quality Commission SEND inspection framework requirements.
  • Deputise for the Designated Clinical Officer in National and Local SEND forums, undertaking any other duties deemed necessary by line manager to respond to local area partnership requirements.
Person Specification

Education/Qualification

  • Clinical qualification and current professional registration RN Child, RN Learning Disability, SCPHN or Therapist (OT, Physio, Speech and Language)
  • First degree or equivalent demonstrable equivalent experience
  • Evidence of continual professional development

Knowledge and Experience

  • Knowledge and understanding of the main issues affecting outcomes for children, young people, and families, particularly children and young people with SEND
  • Knowledge of the principles and practice of effective people management; excellent customer service; appropriate risk management
  • Significant experience of working in a clinical setting with children and young people with SEND, including management experience
  • Significant experience of working in a partnership way across organizational boundaries
  • Experience of being able to identify and use measures that support continuous improvement and performance management audit
  • Experience of developing and delivering training to multi-agency/professional groups

  • Current and broad knowledge of patient and public involvement, including co-production
