Position: Environmental Health Officer

Contract: Temporary

Working Hours: 37 hours per week

Pay Rate: £26.56 Per Hour PAYE

Location: W8 6PW

Job Purpose:

To protect the health, safety, and welfare of employees and others in the Royal Borough of Kensington and Chelsea through the enforcement of health and safety standards in commercial premises and work activities.

Key Responsibilities:
  1. Take Health and Safety prosecutions in the officer's name against businesses on behalf of the Council.
  2. Competently deal with the processing of applications, notifications, referrals, consultations, schemes, licences, registrations, and grants, carry out reviews, and approve, as directed, using any powers that have been delegated.
  3. Undertake consistent, proportionate, targeted, accountable, and transparent enforcement action, by best practice advice and guidance and enforcement policies, to resolve any identified non-compliances. This may include seizing goods, prohibitions, closures, preparing and serving statutory and fixed penalty notices, simple cautions, and other legal documents.
  4. Conduct investigations and other enforcement work about legislation, such as the Police and Criminal Evidence Act (PACE), the Regulation of Investigatory Powers Act (RIPA), the Criminal Proceedings and Investigations Act (CPIA), and the Human Rights Act (HRA), which confines the scope of action.
  5. Undertake health and safety enforcement on premises, taking all necessary action required, e.g., serving of Improvement, Prohibition Notices, and undertaking legal action on behalf of the Council.
  6. Work with Public Health England and Public Health colleagues as and when required on emerging health issues and infectious diseases, such as Covid-19 and Legionnaires disease. Ensure workplaces and members of the public comply with the legislative requirements and take enforcement action as required.
Requirements:
  1. A Nationally recognised qualification in Health & Safety to Level 6, e.g., NEBOSH National Diploma in Occupational Health and Safety.
  2. Relevant and practical experience within health and safety enforcement.
  3. Experience in carrying out planned health and safety inspections.
  4. Experience in examining health and safety risk assessments and method statements.
  5. Experience in advising directors, managers, employees, and complainants on health and safety matters and interpreting legislation.
  6. Experience in investigating complaints and dealing with enquiries about health and safety.
  7. Experience in investigating accidents and dangerous occurrences.
  8. The ability to produce correspondence and reports on complex and technical issues pertinent to the post and be able to produce and maintain accurate records.
  9. The ability to manage a caseload and to meet deadlines.
  10. Good knowledge of occupational health and safety legislation.
  11. Knowledge of a good range of preventative and promotional health and safety measures.
