Job Title: Highways Technical Support Team Leader

Job Summary: We are seeking a highly skilled and experienced Highways Technical Support Team Leader to join our team at Leeds City Council. As a key member of our Business Support Team, you will be responsible for managing and developing the Technical Support team in Merrion House, with opportunities for growth and professional development.

Key Responsibilities:
  • Develop and implement new policies and methods of working in response to changes in legislation and best practice.
  • Manage and prioritize work to meet conflicting deadlines and deliver desired outcomes.
  • Provide clear, accurate, and timely information to agreed standards.
  • Identify and agree actions to improve performance, processes, and procedures.
  • Collaborate with Senior Managers to develop new policies and methods of working.
  • Analyze and collate data for accurate management information and report production.
  • Manage and develop the Technical Support team in Merrion House.
Requirements:
  • Proven experience in a business support service, dealing with incoming correspondence.
  • Excellent communication and interpersonal skills.
  • Ability to work flexibly as part of a team and use own initiative to solve issues.
  • Ability to prioritize work to meet conflicting deadlines and work flexibly to deliver desired outcomes.
  • Ability to demonstrate excellent numeracy and literacy skills, including ability to analyze data to produce high-quality reports and correspondence.
  • Ability to respect sensitive and confidential work and behave ethically in all instances.
  • Ability to express ideas clearly with well-developed interpersonal and communication skills.
  • Experience of using IT applications and systems to produce, record, analyze, and evaluate information.
  • Well-developed experience working with a wide range of people, utilizing strong face-to-face, telephone, and written communication skills.
  • Managing people and people issues effectively and positively.
  • Understanding processes for dealing with and sharing confidential and complex information.
  • Working with high levels of accuracy with a good attention to detail.
  • Able to work on your own, manage your own workload, and use your initiative to adhere to time scales and deadlines.
  • To display a responsible and co-operative attitude to working towards the achievement of the service's aims and objectives.
  • Knowledge of Highways policies and procedures, including relevant legislation.
  • Knowledge and experience of adhering to procedures and legislation relating to confidential information and financial regulations.
  • Knowledge and experience of legislative business, financial, audit, and operational requirements of the service.
  • Motivating staff, including the planning, organizing, and delegation of work.
  • Dealing with queries from a wide range of people, including Senior Management/Councillors/MP's/External Agencies/Members of the public, etc.
  • Working as part of a team and contributing to its development with suggestions for new ways of working.
  • Experience of using IT applications and systems to produce, record, and evaluate information.
  • Experience and understanding of the importance of providing excellent customer service.
  • Experience of dealing positively with challenging situations.

Desirable Requirements:
  • Ability to learn new processes quickly through various training and development courses.
  • Processes for submitting 3rd party insurance claims.
  • Knowledge of relevant Financial Regulations.
  • Knowledge of debt collection procedures.
  • Leading a team, influencing others, and making decisions using own initiative.
  • Experience of monitoring expenditure against budgets and adhering to all financial and procurement management procedures.

  • A commitment to keep informed of legislative policy changes.
  • Work flexibly and move within service areas - working at different locations depending on service demand.
