Key Responsibilities:

  • Provide expert advice on policy interpretation and technical principles, assessing risks and benefits, and ensuring policy proposals are developed.
  • Negotiate terms and charges with statutory authorities and other bodies for easements, wayleaves, licenses, and rights of way affecting land in the ownership of the council.
  • Conduct marketing and negotiations for the sale or lease of council properties and provide valuation reports for property transactions, feasibility studies, land estimates, and asset valuation purposes.
  • Prepare reports on technical issues, ensuring they meet regulations, codes of practice, and Council guidelines, and meet budget.

Requirements:

  • UK resident
  • Degree in Estate Management or relevant field, and Membership of the Chartered Surveyors General Practise Division/RICS
  • Relevant practical experience, backed by evidence of planning work activities within professional guidelines, and specialist knowledge
  • Awareness of local government property practices and procedures
  • Self-starter with ability to work with minimum supervision
  • Effective IT skills and working knowledge of databases, spreadsheet packages, and experience of MapInfo (training will be given if needed)
  • Excellent communication skills, good persuasion and influencing skills, and ability to negotiate effectively
