Specialist Resilience Housing Coordinator

Job Summary:
The Homeless Casework Service was established to help applicants who are homeless or living in temporary accommodation to move into suitable and sustainable housing. The Resilience team works collaboratively with partners to move households into suitable housing and improve housing sustainment. Within the Homeless Casework Service, the Resilience Team will provide specialist housing and support pathways for homeless applicants with more complex needs, such as survivors of domestic abuse. The Specialist Resilience Housing Coordinator will provide specialist casework to applicants experiencing domestic abuse. The Resilience Team will also embed safeguarding best practice across the wider Housing Advisory Service.
Main Responsibilities:
- Provide excellent customer service to homeless applicants and key partners.
- Provide specialist homelessness casework to survivors of domestic abuse, ensuring that all aspects of casework are carried out in accordance with legislation, strategies, policies, and initiatives set out at the national, regional, and local level through effective and regular case work supervision, advice, guidance, and support.
- Help ensure the survivors' safety through appropriate and timely interventions into incidents of female genital mutilation, forced marriage, and honour-based violence.
- Collaborate with internal and external partners to improve outcomes for domestic abuse survivors with housing needs.
- Contribute to the dissemination and embedding of safeguarding best practice across the wider Housing Advisory Service.
- Contribute to the development of the Resilience Team and wider Housing Advisory Service.
Key Duties/Accountabilities:
- Ensure our duties under the Homelessness Reduction Act are met, delivering a proactive, person-centred, outcome-focused, and end-to-end case management approach.
- Undertake comprehensive assessments that lead to focused and coproduced Personal Housing Plans (PHP) for each applicant.
- Assess applicants under the prevention and relief duties, issue S.184 final decision letters, ensuring effective communication and management of expectations with customers.
- As appropriate, undertake the assessment and completion of high-quality risk management plans for applicants, utilising information from a range of stakeholders and the applicant themselves.
- Minimise risk by identifying, reporting, and following up any safeguarding concerns.
- Possess and maintain an ongoing in-depth knowledge of relevant welfare and housing legislation and the Council's statutory housing duties, policies, and procedures.
- Provide advice and guidance to applicants by responding effectively and efficiently to enquiries, maintaining the highest standards of professionalism and customer care.
- Create and maintain accurate GDPR-compliant client records and notes of all casework activities and decisions through both manual and IT recording systems.
- Coordinate the provision of services and support for applicants in line with the PHP, liaising with other teams and both internal and external services.
- Attend various multi-agency meetings as required, such as MARAC (multi-agency risk assessment conference).
Skills/Experience:
- Significant experience of providing specialist homelessness casework to homeless applicants with more complex needs, such as survivors of domestic abuse.
- Significant experience of working collaboratively to improve outcomes for homeless applicants with more complex needs, such as survivors of domestic abuse.
- Ability and experience to consistently deliver high levels of customer service to homeless applicants with more complex needs, such as survivors of domestic abuse.
- Ability and experience of ensuring all aspects of casework are carried out in accordance with legislation, strategies, policies, and initiatives set out at the national, regional, and local level.
- Ability and experience of consistently achieving performance objectives in the provision of specialist homelessness casework.
- Ability to contribute to the identification, dissemination, and embedding of existing and emerging best practice within the team and across the wider Housing Advisory Service.
- Ability to effectively communicate with a range of stakeholders, including applicants, members, partners, and so on.
- Significant knowledge of welfare, homelessness, and housing policy, strategies, legislation, and case law, and its implementation within a statutory homelessness service.
- Significant knowledge of domestic abuse and safeguarding best practice, including policy, strategies, legislation, and case law, and its implementation within a statutory homelessness service.
