Job Title: Finance Manager

Job Purpose:

To provide expert financial guidance and support to senior management and accountants across the council, focusing on budget development, financial modeling, and analysis.

Main Duties and Responsibilities:

  1. Collaborate with the Principal Accountant to develop and review the annual budget, ensuring alignment with the council's financial strategy.
  2. Analyze funding announcements and changes, maintaining and refining financial models to assess their impact on the council's overall funding.
  3. Support the production of the annual revenue budget, working closely with service areas to ensure accurate reporting and compliance with statutory requirements.
  4. Take ownership of specific aspects of accounting for the Collection Fund, including modeling the council tax base and monitoring the impact of CTB localisation.
  5. Assist with the analysis of the impact of spending plans on council tax levels, comparing against other authorities as required.
  6. Monitor the receipt and use of grant income, ensuring correct recognition and use, and maintain processes for corporate levy income and expenditure.
  7. Collaborate with the Principal Accountant to maintain the budget virement monitor and support the production of control totals for budget monitoring.
  8. Prepare financial statistical returns as directed, ensuring accuracy and timeliness.
  9. Develop and maintain a working knowledge of the council's General Ledger and Financial Information systems, assisting other members of the team in accessing and interpreting this information.
  10. Support the Internal Audit Section and External Audit as required, ensuring compliance with regulatory requirements.
  11. Perform additional duties as directed by the Principal Accountant, ensuring alignment with the council's financial strategy.

Additional Duties for POA Grade:

  1. Take ownership of specific financial models, managing and developing the council's budget monitoring process to ensure it evolves in line with council changes.
  2. Produce the budget book (or similar) and ensure information is adequate to support the needs of group accountants.
  3. Undertake additional project work as directed by the Senior Finance Manager, ensuring timely completion and high-quality results.
  4. Represent the Senior Finance Manager or Principal Accountant as the finance expert in specific areas, delivering presentations and attending meetings as required.
  5. Assist in the preparatory work on providing comments on behalf of the Chief Finance Officer regarding the financial implications of proposals contained in reports to Cabinet.
