About the Role

This exciting opportunity has arisen for a Climate and Nature Emergency Programme Manager to join South Gloucestershire Council. The successful candidate will play a key role in developing and managing partnership and delivery projects as part of the Council's response to the Climate and Nature Emergency Plan.

The Council and our partners are working together to scale up and accelerate new programmes and projects to deliver nature recovery, improve adaptation and resilience to the changing climate, and reduce greenhouse gas emissions. In the initial 2 years, you will be responsible for an exciting new partnership programme focused on nature recovery across the Lower Severn Vales of South Gloucestershire.

Key Responsibilities

  • Lead by example to make our own operations and services carbon neutral, climate resilient, and nature positive.
  • Enable a low-carbon, climate-resilient, and thriving district through our policies, programmes, operations, and decision-making.
  • Inspire residents, communities, and businesses, as well as national Government and agencies, to take fast climate and ecological action.

What You Will Be Doing

  • Work with services across the council, partners, sector-leading experts, and local communities to manage and deliver work priorities and projects of the Council's Climate and Nature Emergency Action Plan and associated programmes.
  • Develop, manage, and deliver projects, providing operational oversight on behalf of internal and partner Project Boards, oversee finance, procurement, monitoring, and reporting back to funders, and act as the council point of contact for projects and programmes of work.
  • Manage consultants and other contractors who will provide further technical input to inform development and delivery of projects.
  • Work closely with specialist officers within the council and a wide range of stakeholders, including partner organisations, national, regional, and local bodies, environmental non-governmental organisations, consultants, businesses, landowners, Town and Parish Councils, and communities.
  • Implement projects, including achieving and tracking project milestones, targets, and outputs, project management, finance and budgetary management, evaluation and monitoring, compliance and reporting requirements, and ensure that elected Members, officers, partners, and funders are briefed and kept updated on progress.
  • Keep abreast of national and sub-regional policy issues and changes, represent the Council at Officer level, and signpost best practice and funding opportunities necessary to achieve the Council's commitments agreed as part of its declaration of a Climate and Nature Emergency.
  • Prepare reports for decisions and make presentations to Council, Committee, Officer, and external meetings, and share and present project learning and outputs through local, regional, and national networks and forums.

Requirements

  • You must hold a relevant professional environmental qualification or equivalent and have equivalent relevant professional experience in policy/strategy development, project management, and partnership working.
  • You must have a thorough understanding and experience of the application of relevant policy and practice in relation to carbon management, renewable energy, and climate resilience.
  • You must be able to analyse, interpret, and communicate complex data and technical information and recommend appropriate courses of action.
  • You must have experience of planning and managing multidisciplinary projects and project teams of internal and external stakeholders with the ability to work collaboratively to facilitate and bring about change.
  • You must have excellent written and verbal communication skills with the ability to explain complex information to technical and non-technical audiences at all levels.
  • You must be able to organise and facilitate successful meetings and events, be well-organised and self-motivated, with the ability to cope with competing demands, identifying priorities, and working to targets and deadlines.
